Role Overview: Manager (PreContract) (Rail/Metro)

SYSTRA Arabia is seeking an experienced Manager (PreContract) (Rail/Metro) to support procurement and tendering activities for a major rail/metro project in Riyadh, Saudi Arabia. This full-time role involves the development, review, negotiation support, and finalization of contract documentation for various procurement packages. The successful candidate will ensure commercial robustness, contractual compliance, and alignment with overall project objectives.

Key Responsibilities

• Lead contract formation activities for procurement and tender packages.
• Prepare, review, and finalize tender and contract documents.
• Support procurement strategy development and the selection of appropriate contract models.
• Draft and amend contractual terms, conditions, and special provisions.
• Provide contractual and commercial input during tendering, clarification, evaluation, and award stages.
• Review tenderer deviations and recommend suitable positions.
• Identify contractual risks and incorporate mitigation measures.
• Coordinate effectively with procurement, legal, technical, and commercial teams.
• Support pre-award negotiations with suppliers, consultants, and contractors.
• Ensure compliance with project procedures, governance frameworks, and procurement policies.
• Maintain complete records of contract documentation, approvals, and revisions.

Required Qualifications and Experience

• Minimum of 15 years of experience in contracts, procurement, tender support, or commercial management.
• Mandatory experience in rail/metro projects.
• Proven experience working on major infrastructure or transportation projects.
• GCC experience is preferred.

• Commercially aware and detail-oriented.
• Ability to work effectively across multidisciplinary teams within a complex project environment.
