About the Role

AMNCO is seeking a Procurement Manager to lead and manage the company's procurement function. This full-time position is based in Riyadh, Saudi Arabia, and is responsible for ensuring the timely, cost-effective, and high-quality sourcing of goods and services across the company's operations, projects, and branches.

Role Purpose and Scope

The Procurement Manager will be instrumental in developing and executing procurement strategies, managing supplier relationships, and optimizing costs. The role encompasses commercial negotiations, ensuring compliance, and maintaining continuity of supply to support all company activities.

Key Responsibilities

• Develop and implement procurement strategies and annual procurement plans aligned with business requirements and budgets.
• Manage the end-to-end procurement cycle, from purchase requests and quotations through purchase orders and delivery.
• Source, evaluate, negotiate with, and manage suppliers to achieve optimal value in terms of cost, quality, service, and delivery.
• Develop and maintain an approved supplier base and regularly evaluate supplier performance.
• Negotiate pricing, payment terms, delivery schedules, warranties, contracts, and framework agreements.
• Identify and implement cost-saving and value-engineering opportunities.
• Manage procurement contracts and purchase orders, ensuring compliance with approved specifications, budgets, policies, and authorization levels.
• Coordinate with various departments including Finance, Warehouse, Operations, Legal, Fleet, and Maintenance on procurement requirements.
• Monitor stock requirements, purchasing lead times, critical supplies, and potential supply risks.
• Monitor procurement expenditure, budgets, commitments, and cost variances.
• Ensure procurement activities comply with company policies, internal controls, and applicable Saudi regulations.
• Manage procurement risks, supplier disputes, conflicts of interest, and supply disruptions.
• Lead and develop the procurement team, establish KPIs, and monitor performance.

Qualifications and Experience

Candidates should possess 5-10 years of relevant experience in procurement management. The ability to manage procurement activities within approved delegation of authority, negotiate commercial terms, and recommend supplier selection or replacement is essential. The role requires approving or recommending purchase orders within authorized limits and escalating significant procurement risks or commercial issues to Senior Management.
