About Rakal Facilities and the Role

Rakal Facilities is developing a diagnosis-led facilities management model for corporate workplaces and commercial facilities in Riyadh, Saudi Arabia. This approach emphasizes inspecting facility conditions, identifying risks, preparing diagnosis reports, and developing precise solutions and proposals. We are seeking a Senior FM Techno Commercial & Estimation Engineer to join our full-time team. This role is central to converting client requirements and site conditions into technically credible, commercially accurate, and executable facilities management solutions.

Role Overview and Scope

The Senior FM Techno Commercial & Estimation Engineer will lead technical assessment, facility diagnosis, scope development, BOQ preparation, estimation, and proposal development for FM and MEP opportunities. This position requires direct experience in facilities management, building maintenance, MEP services, corrective works, and maintenance contracts. The successful candidate will inspect sites, define solutions, prepare scopes and BOQs, obtain pricing, build estimates, and support proposal presentations, ensuring technical accuracy and commercial practicality.

Key Responsibilities

• Conduct detailed inspections and condition assessments of corporate and commercial facilities, identifying defects, maintenance gaps, and technical problems across HVAC, electrical, plumbing, fire and life-safety, civil, and finishing systems.
• Prepare professional facility diagnosis and condition-assessment reports, explaining findings clearly to technical and non-technical clients.
• Translate findings and client requirements into comprehensive scopes of work, developing corrective action plans and maintenance solutions.
• Prepare detailed Bills of Quantities (BOQs) and quantity take-offs, estimating manpower, materials, tools, equipment, and subcontractor requirements.
• Build resource-based estimates, obtain and evaluate supplier and subcontractor quotations, and include direct, indirect, overhead, risk allowance, and margin costs.
• Review RFQs, RFPs, tender documents, and specifications, preparing clarification questions and developing complete technical and commercial proposals.
• Attend technical meetings, inspections, and proposal presentations, responding to clarifications and supporting negotiations.
• Identify suitable suppliers and specialist subcontractors, issue clear enquiries, and compare offers to ensure compliance with standards.
• Prepare a complete technical-commercial handover after award, explaining scope and requirements to operations, and supporting execution checks and verification of completed works.

Candidate Profile and Requirements

• Education: Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related discipline. Saudi Council of Engineers registration or eligibility is required.
• Experience: Minimum 7 years of relevant experience in FM, MEP maintenance, building services, estimation, or technical solutions, with at least 3 years in Saudi Arabia or the GCC. Proven FM estimation, site-inspection, and client-facing technical presentation experience is essential.
• Technical & Commercial Skills: Strong knowledge of HVAC, ventilation, electrical, plumbing, drainage, fire and life-safety, civil, and finishing works. Proficiency in BOQ, quantity take-off, cost build-up, rate analysis, and advanced Microsoft Excel skills are required. Familiarity with AutoCAD, PlanSwift, CostX, Candy, or CAFM is an advantage.
• Communication & Working Style: Strong written and spoken English is essential; Arabic is an advantage. Requires clear technical writing, professional client presentation, strong ownership, attention to detail, and sound commercial judgment. A valid Saudi driving licence and eligibility to work in Saudi Arabia are mandatory.

Initial Focus and Recruitment Process

During the first 90 days, the successful candidate will focus on reviewing active opportunities, improving inspection and diagnosis processes, standardizing workflows and templates, building a verified pricing database, and establishing a technical-commercial handover process. Shortlisted candidates will complete a practical assessment involving facility condition review, risk identification, diagnosis summary, scope development, sample BOQ and estimate preparation, and solution presentation.
