About the Role

Qiddiya Investment Company is seeking a Senior Manager - Security Planning to join their team in Riyadh, Riyadh Province. This full-time role involves managing and overseeing comprehensive security strategies and programs across the Master Developer portfolio, specifically as they relate to City Security Planning and the Place Planning and Design team. The successful candidate will work closely with the District Master Developer and Place, Planning & Design team to implement the Qiddiya City Security strategy, aiming to establish an open yet secure city that serves as a global benchmark for safety and security.

Security Master Planning Responsibilities

The Senior Manager will represent the Security Planning function, providing support to the master developer and specialist consultants throughout the planning, design, and development processes. Key responsibilities include:

  • Coordinating security master-planning across various Districts and the overall City masterplan.
  • Balancing the adjacencies of land uses with security requirements and desired Place outcomes.
  • Reviewing Place characters at critical security points and elements within the masterplan.
  • Ensuring the custodianship of Crime Prevention Through Environmental Design (CPTED) principles as the masterplan evolves.
  • Encouraging innovative security approaches that integrate technology with strategically placed landscape and hardscape components, such as furniture, art, earth mounding, and water, while meeting the City’s operational objectives.

Development Oversight and Advisory

This role supports the Security Planning team's general advisory and oversight functions regarding security outputs and activities delivered by development consultants and associated experts. This includes, but is not limited to:

  • Providing guidance on built environment security consulting.
  • Overseeing security master planning initiatives.
  • Reviewing security risk assessments.
  • Contributing to security policy and planning development.
  • Conducting benchmarking and maturity assessments.
  • Facilitating security risk workshops.
  • Applying relevant built environment risk management knowledge, tools, standards, and processes.

Reporting and Strategic Support

The Senior Manager will contribute to executive reporting and strategic documentation. Key tasks involve:

  • Enhancing and maintaining dashboards, trackers, and performance frameworks for executive reporting.
  • Providing presentation support for key briefing materials and stakeholder packs, including for Project Control Groups and other internal governance committees.
  • Assisting in the development of policies, standards, and risk frameworks through research and structured documentation.

Strategic Initiatives and Team Development

This role involves driving strategic improvements and enhancing the team's capabilities:

  • Streamlining planning workflows across multidisciplinary teams to enhance efficiency and align project delivery with Qiddiya’s strategic objectives.
  • Maintaining and enhancing key organizational tools and processes, such as task trackers, dashboards, and performance frameworks, to drive accountability and improve resource allocation.
  • Leading initiatives to expand the team’s advisory capabilities, aiming to position Qiddiya’s security planning function as a regional benchmark.

Required Experience

Candidates for this position should possess 5 to 10 years of relevant professional experience in security planning, strategy, and oversight within complex development environments. This experience should demonstrate a strong understanding of security master planning, risk management, and the integration of security measures into urban design and development processes.
