About the Role

Parsons Corporation is seeking a Senior Risk Manager to join their team in Riyadh, Saudi Arabia. This full-time role involves leading risk management activities across a Giga Program, with a specific focus on roads, civil infrastructure, and structural works. The successful candidate will provide strategic and operational risk leadership throughout the program lifecycle, ensuring effective risk management, quantification, communication, and escalation.

Key Responsibilities

  • Develop, implement, and maintain the program risk management strategy, framework, procedures, and reporting requirements.
  • Lead risk management activities for roads, civil infrastructure, and structural works from concept and design through to handover.
  • Establish consistent risk management standards across consultants, contractors, designers, and delivery partners.
  • Provide expert advice to senior leadership on material risks, emerging threats, opportunities, and recommended responses.
  • Facilitate risk identification workshops and reviews with project and functional teams.
  • Lead and deliver quantitative cost and schedule risk analysis across the program and relevant project packages.
  • Develop, implement, and maintain methodologies for cost and schedule contingency, risk allowances, and management reserves.
  • Work with risk owners to develop practical mitigation and response plans, monitoring their effectiveness.
  • Maintain the program risk register, risk breakdown structure, and risk taxonomy.
  • Produce regular risk reports, dashboards, and executive-level summaries.
  • Support procurement and commercial teams in identifying and managing risks during tendering and contract execution.
  • Build effective relationships with program directors, project managers, and external stakeholders.
  • Lead, coach, and develop risk professionals and project team members, delivering risk training and guidance.

Risk Identification and Assessment

  • Identify threats and opportunities related to highways, roads, bridges, tunnels, interchanges, earthworks, retaining structures, drainage, utilities, foundations, reinforced concrete, steelwork, and other structural systems.
  • Assess risks using agreed probability, impact, proximity, velocity, and confidence criteria.
  • Review and challenge risk assessments prepared by project teams, consultants, and contractors.
  • Identify systemic, cumulative, and interdependent risks across the program.

Quantitative Analysis and Contingency Management

  • Undertake probabilistic cost risk analysis, including cost uncertainty and risk modelling, Monte Carlo simulation, and sensitivity analysis.
  • Conduct quantitative schedule risk analysis, including review of schedule quality, critical-path analysis, and probabilistic completion-date forecasting.
  • Translate quantitative risk results into clear recommendations for cost plans, schedules, and funding decisions.
  • Establish appropriate contingency and reserve requirements based on quantified risk exposure and confidence levels.
  • Monitor contingency drawdown, consumption, transfers, and remaining exposure throughout the program lifecycle.
  • Maintain clear reconciliation between the risk register, quantitative risk models, cost forecasts, schedules, contingency, and management reserves.

Governance, Reporting, and Stakeholder Engagement

  • Prepare risk inputs for program reviews, investment committees, and board reporting.
  • Escalate significant or deteriorating risks in accordance with the program governance framework.
  • Coordinate risk reviews with schedule, cost, change, commercial, quality, health and safety, and issue-management processes.
  • Manage risks arising from interfaces between various infrastructure components and operational systems.
  • Communicate complex quantitative analysis clearly to technical and non-technical stakeholders.

Required Experience

  • Candidates must possess over 10 years of experience in risk management.
  • Demonstrated, hands-on experience in quantitative cost and schedule risk analysis and contingency management on major infrastructure, construction, or capital investment programs is a key requirement.
