Job Purpose

The SR.MANAGER, TENDER will lead and manage the comprehensive tendering process for civil construction and EPC projects. This role ensures the submission of technically compliant, commercially competitive, and risk-adjusted bids, with a primary focus on the Saudi Arabian market. Key responsibilities include tender strategy development, cost estimation, proposal preparation, contract review, and stakeholder coordination.

Key Accountabilities

• Tender Management and Proposal Development: Lead the entire tendering lifecycle, from initial review and bid/no-bid assessment through proposal preparation, approval, and submission. This includes reviewing tender documents, specifications, scope of work, BOQs, drawings, and contractual requirements, and coordinating technical and commercial proposal finalization with relevant departments.
• Cost Estimation and Commercial Management: Oversee BOQ analysis, cost estimation, pricing strategy, and the preparation of detailed tender cost breakdowns. Obtain and evaluate supplier and subcontractor quotations, review contractual terms, identify commercial exposures, and participate in commercial negotiations.
• Risk Assessment and Bid Strategy: Identify technical, commercial, contractual, financial, and schedule-related risks for each tender. Develop risk registers and mitigation strategies, highlight critical contractual provisions, and provide recommendations for bid/no-bid decisions.
• Post-Award Handover and Execution Support: Ensure a thorough handover of tender documents, cost breakdowns, assumptions, and clarifications to Supply Chain and Execution departments. Support post-award clarifications and coordinate with project teams to align tender estimates with project budgets.
• Reporting, Quality, and Market Intelligence: Maintain accurate tender records, bid status reports, and post-bid analyses. Monitor market trends, competitor positioning, and client requirements. Establish standardized tendering procedures and quality controls to enhance accuracy and bid success rates.

Qualifications and Experience

• A minimum of 18 years of relevant experience in tender management for civil construction and EPC projects.
• Demonstrated ability to lead and manage end-to-end tendering processes.
• Strong understanding of cost estimation, commercial management, and risk assessment in the context of large-scale projects.
• Proficiency in reviewing contractual terms and conditions and identifying commercial exposures.
• Experience in the Saudi Arabian market is essential.
