About Parsons and the Role

Parsons Corporation is seeking an experienced Technical Design Manager to join its team in Riyadh, Saudi Arabia. This full-time position involves developing, managing, and coordinating the design and technical delivery of design packages across multidisciplinary projects. The role is critical in ensuring quality, compliance, and timely delivery in line with client expectations and project goals.

Role Purpose and Scope

The Technical Design Manager will lead the technical aspects of design execution, ensuring that all deliverables meet established standards and project requirements. This includes overseeing the preparation of comprehensive technical documentation and fostering collaboration among various project stakeholders to achieve integrated design solutions.

Key Responsibilities

• Manage and coordinate the execution of design deliverables across multiple projects.
• Oversee the preparation of designs and technical documentation, including drawings, reports, and tender packages.
• Support managers in developing and implementing resource plans.
• Review and approve discipline staffing budget estimates and assignment schedules for each project.
• Maintain appropriate staffing levels, including temporary personnel, as needed.
• Monitor the quality and progress of the discipline on each project, ensuring production requirements are satisfied.
• Establish standards and procedures manuals for the discipline and recommend improvements to department procedures.
• Participate in recruitment, interviewing, and evaluation of prospective employees, provide personnel development, conduct performance evaluations, counsel employees, and take corrective actions as required.
• Ensure new employees receive orientation on company policies and procedures.
• Ensure performance within overhead budgets authorized for the discipline.
• Actively participate in and promote the Quality Improvement Program.
• May head a committee within the discipline, striving to motivate and educate assigned personnel.

Design Oversight and Collaboration

• Participate in design reviews, value engineering workshops, and technical and safety coordination meetings.
• Ensure compliance of designs with applicable codes, standards, and client requirements.
• Monitor progress and performance of the design team against schedule, cost, and quality metrics.
• Collaborate with internal teams and external stakeholders to ensure integrated design solutions.
• Support the resolution of technical challenges during design development to ensure targets are met.
• Promote digital engineering workflows and quality assurance processes.
• Assist with internal knowledge sharing, mentoring, and development of standard policies and procedures.
• Attend all design meetings to actively contribute, propose effective design solutions, and validate the Minutes of Meetings.
• Present proposed solutions across all relevant disciplines to ensure alignment and integration.
• Facilitate clear and consistent communication with all Project Stakeholders to gather necessary information and ensure the implementation of robust technical solutions.

Required Qualifications

Candidates for this position must possess a minimum of 10 years of experience in a relevant technical design or management role.
