About the Role

Nesma Al Riyadh Contracting Company is seeking a Tendering Manager specializing in Overhead Transmission Lines (OHTL) and Underground Cable (UGC) projects. This full-time role is based in Riyadh, Saudi Arabia, and involves leading end-to-end bid management for high-voltage energy infrastructure projects. The successful candidate will possess 10-15+ years of experience in power transmission projects.

Role Overview

The Tendering Manager will oversee all technical and commercial tendering activities for projects typically ranging from 132kV to 380kV+ systems. This position requires ensuring strict compliance with client standards, including those set by Saudi Electricity Company (SEC), and major EPC requirements throughout the bidding process.

Key Responsibilities

• Lead and manage the complete tendering lifecycle, from RFQ through bid submission, negotiation, and award.
• Analyze tender documents, specifications, and Bills of Quantities (BOQs) for OHTL and UGC projects.
• Prepare comprehensive technical proposals, including route design, conductor/cable selection, tower configurations, and installation methodology.
• Develop commercial proposals, cost estimates, and pricing strategies aligned with project scope.
• Coordinate with engineering, procurement, and construction (EPC) teams to ensure accurate bid inputs.
• Ensure compliance with Saudi Electricity Company (SEC) standards and international codes (IEC/IEEE).
• Manage subcontractor/vendor RFQs and evaluate quotations.
• Conduct risk analysis, value engineering, and optimization during the bid stage.
• Participate in client meetings, clarifications, and negotiations.
• Maintain bid documentation, lessons learned, and the tender database.

Qualifications and Experience

• 10–15+ years of experience in power transmission projects (OHTL & UGC).
• Proven experience in tendering/bidding for HV projects (132kV–500kV).
• Strong knowledge of OHTL design (PLS-CADD, tower spotting, sag-tension).
• Strong knowledge of underground cable systems (XLPE, cable routing, installation methods).
• Strong knowledge of EPC project costing and contract conditions.
• Familiarity with the Saudi market, SEC standards, and major clients (*, Aramco, SEC, NEOM).

• Strong leadership and stakeholder coordination abilities.
• Proficiency in bid strategy and commercial acumen.
• Demonstrated technical expertise in transmission systems.

• Effective time management and multi-bid handling skills.

Preferred Qualifications

• Experience with 380kV transmission line projects and large-scale EPC bids.
• PMP or equivalent project management certification.
• Experience working with major Saudi contractors or utilities.
