About the Role

Parsons Corporation is seeking a Logistics & Interface Manager to join our team in Medina, Al Madinah, Saudi Arabia. This full-time role is central to managing all technical and operational interfaces between multiple parties, while also planning and controlling logistics to ensure the safe, efficient, and timely delivery of major infrastructure works.

Role Purpose and Project Impact

The Logistics & Interface Manager will lead and manage all technical and operational interfaces involving multiple contractors, consultants, stakeholders, and authorities on the project. As a key part of Parsons’ PMC team, this position acts as a central coordination point to prevent scope gaps, conflicts, and delays across all project packages.

Interface Management Responsibilities

  • Develop, implement, and maintain the Project Interface Management Plan in alignment with Parsons PMC procedures and client requirements.
  • Establish and manage interface tools including Interface Register, Interface Matrix, Scope Delineation, and Interface Agreement Forms for all contracts and disciplines.
  • Identify, categorize, and track all interface points between infrastructure packages (roads, utilities, buildings, transportation, ITS, etc.) and external stakeholders (authorities, operators, third parties).
  • Coordinate and chair regular interface coordination meetings between contractors, consultants, and client, ensuring timely resolution of interface issues and clear action ownership.
  • Define and implement escalation paths for interface conflicts, including technical and contractual escalation to Parsons management and client leadership when required.
  • Review and validate contractors’ interface-related drawings, method statements, and programmes to ensure alignment at tie-in points, corridors, and shared assets.
  • Manage interface dependencies and constraints to minimize rework, claims, and delays, ensuring full alignment between design, construction, testing, and commissioning activities.
  • Support change management and claims avoidance by providing interface impact assessments and recommendations to Parsons PMC and the client.

Logistics Management Responsibilities

  • Develop and oversee the Project Logistics Plan covering materials delivery, site access, laydown areas, traffic management, temporary facilities, and construction sequencing.
  • Coordinate logistics across multiple contractors to optimize use of corridors, access roads, storage areas, and cranes/equipment, avoiding conflicts and unsafe conditions.
  • Collaborate with contractors to plan and schedule material deliveries, heavy transport, and critical lifts, ensuring compliance with local authority regulations and project HSSE requirements.
  • Monitor and manage logistics KPIs (delivery performance, congestion, utilization, etc.) using PMIS and other tools and proposing corrective actions where needed.
  • Ensure integration of logistics plans with interface constraints, utility diversions, and phased handovers, particularly in live or sensitive operational environments.

Stakeholder Coordination and Project Support

  • Act as a focal point for coordination with relevant authorities and stakeholders (*, municipal entities, utility providers, transport authorities, operators), especially at physical and operational interface points.
  • Support approvals and permits related to interfaces and logistics (road closures, diversions, utility connections, working windows, etc.).
  • Ensure clear communication of interface requirements to all stakeholders, including constraints affecting operations, safety, and public impact.
  • Maintain interface and logistics data in the project PMIS (*, Aconex or equivalent), ensuring accurate and up-to-date records, action tracking, and document control.
  • Prepare periodic interface and logistics status reports, dashboards, and KPIs for Parsons PMC and client management.
  • Record, maintain, and update interface agreements, minutes of meetings, decisions, and approvals to ensure traceability and auditability.
  • Ensure all interface and logistics activities comply with project HSSE requirements, local regulations, and Parsons PMC procedures.
  • Identify and help mitigate interface-related HSSE risks (*, conflicting work fronts, traffic management, simultaneous operations, live utilities).
  • Promote a proactive safety culture among contractors in relation to logistics, access, and interfaces.

Qualifications and Experience

  • A minimum of 5 to 10 years of relevant professional experience is required.
  • This is a full-time position based in Medina, Al Madinah, Saudi Arabia.
