About the IT Solutions Director Role

Jeddah Central Development Company (JCDC) is seeking an IT Solutions Director to join its team in Jeddah. This full-time role involves planning, directing, and overseeing the design, development, and implementation of various organizational information systems and software applications. The primary objective is to deliver effective solutions across all JCDC operations, including leading new solution offerings, upgrading existing business systems, and directing post-implementation optimization efforts.

IT Solutions Management Responsibilities

• Oversee development and implementation processes to ensure overall architecture and system integration align with JCDC’s needs.
• Monitor IT project methodology and framework, including detailed project scope, user requirements, resource allocation, outsourcing strategy, cost schedules, risk management, and testing plans, to ensure projects are executed within quality, time, and approved costs, and as per IT Security & Cybersecurity requirements.
• Oversee the planning, implementation, and maintenance of Information Technology applications to meet operational requirements.
• Identify potential integration needs with IT systems, applications, and databases of external stakeholders (*, developers) to ensure effective information flow.
• Ensure that applications’ development, provisioning, and maintenance of appropriate technologies are aligned and consistent with business requirements and strategies.
• Plan and ensure proper delivery of technology initiatives for enhancing existing ERP systems to meet organizational requirements.
• Oversee technical evaluations of existing solutions and ensure priorities are assessed and defined to determine upgrade plans to enhance system performance.
• Liaise with external contractors to design, develop, deploy, and configure necessary systems as per specifications and collected user requirements, monitoring their progress and compliance to plans.

IT Solution Services and Strategic Alignment

• Oversee the establishment and maintenance of necessary IT procedures and policies, ensuring all systems are supported by documentation and manuals.
• Lead the assessment of overall performance of IT solutions and support to recommend continuous improvement and meet the changing needs of JCDC.
• Collaborate with Procurement, suppliers, and sub-contract service providers for the maintenance of IT solutions, ensuring regular schedules are adhered to and external technical support is available when needed.
• Lead the effective provision of system access, application support, and live simulation/troubleshooting of IT applications to maintain uninterrupted operations.
• Develop and direct the implementation of the department strategy, ensuring alignment with the divisional strategy, JCDC’s vision, mission, and corporate objectives.
• Ensure that department strategy and related strategic plans are developed and implemented in accordance with the organization's vision and mission.
• Provide subject matter expertise for the assigned domain and counsel JCDC leadership on related areas to facilitate the achievement of JCDC’s strategy and divisional strategies.

Leadership and Operational Oversight

• Manage the effective achievement of assigned objectives through leadership of the section, including setting individual objectives, managing performance, and developing staff to maximize sectional performance.
• Lead talent development initiatives for the assigned section, collaborating with technical/discipline experts and ensuring talent availability fits business requirements.
• Oversee the consolidation and recommendation of the department budget, and monitor financial performance versus the budget to identify areas of unsatisfactory performance and capitalize on potential cost reduction or performance improvement opportunities.
• Develop and lead the implementation of the department’s policies, systems, processes, procedures, and controls to fulfill relevant procedural/legislative requirements while consistently delivering quality, cost-effective service.
• Lead change management through continuous improvement of department systems, processes, and practices, considering global standards and changes in the business environment.
• Ensure that all sectional reports are prepared timely and accurately, meeting JCDC requirements, policies, and quality standards.

Required Experience

Candidates for this role should possess 12 years of relevant professional experience in IT solutions management and leadership.
