About the Role

Big Fish Consult is seeking an experienced Procurement Manager for a full-time position in Jeddah, Makkah, Saudi Arabia. This role involves leading strategic sourcing, procurement planning, tendering, and contract negotiations for a major real estate and destination development organization. The Procurement Manager will ensure cost-effective procurement, strong supplier performance, and compliance with corporate policies while supporting large-scale development and operational requirements.

Key Responsibilities

Develop and implement procurement strategies aligned with business objectives, project timelines, and budgets.
Manage end-to-end procurement activities, including sourcing, RFQs/RFPs, tender evaluations, negotiations, and contract awards.
Oversee procurement of construction, consultancy, facilities management, operational services, and corporate requirements.
Lead supplier selection, prequalification, performance evaluation, and relationship management.
Drive cost optimization, value engineering, and procurement efficiency without compromising quality or delivery.
Collaborate with Project Development, Commercial, Finance, Legal, and Operations teams to ensure timely procurement delivery.
Ensure compliance with procurement policies, approval authorities, contractual obligations, and applicable Saudi regulations.
Monitor procurement budgets, supplier risks, KPIs, and reporting to senior management.
Support procurement governance, process improvements, and ERP system utilization.

Qualifications and Experience

Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related discipline.
5-10 years of proven experience in strategic sourcing, tender management, commercial negotiations, and contract administration.
Strong background in real estate development, major construction projects, or large-scale destination operations.
Strong understanding of procurement governance, supplier management, cost control, and risk mitigation.
Experience working with major developers, government-related entities, or large corporate organizations in Saudi Arabia is highly desirable.

Work Environment

This full-time position is based in Jeddah, Makkah, Saudi Arabia, and involves working with a prominent real estate and destination development organization. The role requires collaboration across various internal departments and external suppliers to support large-scale projects.
