About the Role

WSP in the Middle East is seeking a Program Director to lead a major infrastructure construction supervision / PMCM program based in Jeddah, Makkah, Saudi Arabia. This full-time, senior leadership position is responsible for ensuring the successful delivery of a large-scale infrastructure program, with a focus on safety, timely execution, budget adherence, and quality standards.

Role Overview

The Program Director will provide strategic direction and hands-on leadership within complex project environments. This role involves driving performance across multiple workstreams and serving as the primary senior point of contact for the client, consultants, contractors, authorities, and internal leadership teams. The successful candidate will have a proven background in leading major infrastructure projects across the Middle East, demonstrating strong experience in construction supervision, program management, and comprehensive project governance.

Key Responsibilities

  • Lead the overall delivery of a major infrastructure construction supervision / PMCM project in Jeddah, providing strategic direction and governance across all project functions.
  • Act as the senior representative for the consultant/PMCM team, ensuring project delivery aligns with client expectations, contract requirements, and agreed program objectives.
  • Serve as the primary senior interface with the client and key project stakeholders, building and maintaining trusted relationships with all involved parties.
  • Oversee all construction supervision activities, ensuring contractors comply with contract obligations, approved designs, safety requirements, and quality standards.
  • Manage program controls, including schedule, cost, risk, change, reporting, and performance, while reviewing and challenging contractor submissions and claims.
  • Champion a strong health, safety, and wellbeing culture, ensuring compliance with HSE requirements, local regulations, and international best practices.
  • Lead, mentor, and manage a large multidisciplinary project team, setting clear objectives and fostering a collaborative, solutions-focused culture.

Qualifications and Experience

  • Bachelor’s degree in Civil Engineering, Construction Management, Project Management, or a related discipline.
  • Minimum 20+ years of professional experience in infrastructure, construction supervision, PMCM, or program management.
  • Proven experience leading major infrastructure programs in the Middle East, with a preference for experience within Saudi Arabia or the wider GCC.
  • Strong background in construction supervision and PMCM delivery for large-scale, complex, multidisciplinary infrastructure projects involving multiple contractors and stakeholders.
  • Previous experience in a senior leadership position such as Program Director, Project Director, Construction Director, PMCM Director, or Senior Programme Manager.
  • Demonstrated experience working with government clients, developers, authorities, and major contractors.
