Role Overview

Egis is seeking a Risk Manager, Engineering Consultancy PMC, to join its team in Makkah, with operations spanning Jeddah and Makkah. This full-time role requires over 10 years of experience and involves establishing, managing, and continuously improving the risk management function across development and delivery activities. The Risk Manager will ensure that risks affecting strategic, programme, project, commercial, financial, operational, and delivery objectives are proactively identified, assessed, owned, treated, monitored, and escalated. The position operates within a multi-stakeholder development environment where Egis provides PMC support to BDC as the client/developer.

Key Responsibilities

• Establish and maintain the risk management framework, procedures, tools, and reporting requirements in accordance with approved policies and governance.
• Proactively identify and assess risks across all project and programme lifecycle stages, including cost, schedule, procurement, contracts, design, and construction.
• Ensure clear risk ownership and work with owners to establish practical and measurable mitigation and response actions, challenging inadequate or delayed responses.
• Own and maintain project and programme risk registers, monitoring exposure, trends, mitigation progress, and changes in risk status.
• Assess risks impacting the successful delivery of projects and development programmes, providing risk-based input into planning and decision-making.
• Plan and facilitate risk identification and assessment workshops with stakeholders, including BDC departments, Egis teams, consultants, and contractors.
• Prepare regular risk reports and dashboards for management, providing clear visibility of the risk profile, trends, and highlighting risks requiring intervention or escalation.
• Integrate risk management with project controls and other management functions, coordinating with planning, cost, commercial, and project management teams.
• Establish clear escalation routes for significant and unresolved risks, ensuring management is aware of risks requiring decisions or additional resources.
• Review the effectiveness of risk management processes and identify opportunities for continuous improvement, promoting a risk-aware culture.

Required Qualifications and Experience

• A minimum of 10 years of experience in risk management, preferably within an engineering consultancy or PMC environment.
• Demonstrated ability to establish, manage, and continuously improve risk management functions.
• Proven experience in identifying, assessing, mitigating, monitoring, and escalating risks across complex projects and programmes.
• Strong understanding of project management and control functions, including cost, schedule, procurement, contracts, design, change, and quality.
• Experience working in a multi-stakeholder environment and coordinating across various departments, consultants, and contractors.

Key Role Expectations

The successful candidate is expected to demonstrate ownership rather than administration. This involves actively identifying risks, establishing accountability, agreeing on practical mitigation strategies, following up on actions, challenging delays, assessing changing exposure, and escalating issues when necessary. The role requires direct engagement with individuals to obtain information and drive actions to completion, moving beyond simply maintaining risk registers or producing periodic reports.
