About the Role

Tekfen Construction is seeking a dedicated Work Permit Receiver for its Jeddah Cluster Pipeline Project. This full-time position is based in Jeddah, Makkah, Saudi Arabia, and requires 2-5 years of relevant experience. The successful candidate will play a critical role in ensuring the safety and compliance of all work activities through diligent management of the Permit to Work system.

Key Responsibilities

  • Receive and manage work permits in strict adherence to the Saudi Aramco Permit to Work (PTW) System.
  • Review and comprehend the scope of work, permit requirements, Method Statements, Job Safety Analysis (JSA), Hazard Identification Plan (HIP), Task Hazard Analysis (THA), and other approved work procedures before commencing work.
  • Verify the completeness and validity of all permit conditions, approvals, certificates, and supporting documents prior to work initiation.
  • Ensure full compliance with Saudi Aramco, Project, and Company HSE requirements, procedures, and standards.
  • Conduct pre-job site inspections to confirm work area safety and that all hazards are identified and controlled.
  • Verify all confined space requirements are met before work begins and that gas testing is conducted at required intervals and documented.
  • Confirm that all workers are trained, competent, authorized, medically fit, and have attended the required toolbox talk before starting work.
  • Ensure all personnel understand permit requirements, hazards, control measures, and emergency procedures.
  • Coordinate with the Permit Issuer, Construction Supervisor, HSE personnel, and work crews during permit execution.
  • Monitor work activities continuously to ensure compliance with permit conditions and approved procedures, ensuring only specified work is carried out within approved parameters.
  • Suspend or stop work immediately if permit conditions change, new hazards are identified, emergencies arise, or unsafe conditions exist.
  • Verify appropriate PPE is worn and remains suitable throughout the work activity.
  • Ensure proper establishment and maintenance of barricades, warning signs, exclusion zones, and access controls.
  • Monitor high-risk activities including hot work, confined space entry, excavation, lifting operations, work at height, and electrical work.
  • Maintain continuous communication with the Permit Issuer, reporting deviations, incidents, near misses, or changes in work conditions promptly.
  • Participate in daily coordination meetings, toolbox talks, pre-job briefings, shift handover meetings, and incident investigations/Root Cause Analysis (RCA) related to permit-controlled activities.
  • Assist during emergency response by ensuring work stoppage, personnel accountability, and work area safety.
  • Maintain accurate permit records, gas test records, inspection checklists, and PTW documentation for auditing.
  • Participate in PTW audits, HSE inspections, and client walkthroughs to verify Saudi Aramco compliance.
  • Ensure proper permit closure upon work completion and verify the worksite is left in a safe condition.
  • Report unsafe acts, unsafe conditions, and non-conformances, following up on corrective actions until closure.
  • Perform other duties as assigned by management within the scope of the position.

Required Qualifications and Certifications

  • Bachelor's Degree or Diploma.
  • NEBOSH certification.
  • OSHA certification.
  • BLS (Basic Life Support) certification.
  • First Aid Certificates.

Essential Skills and Knowledge

  • Demonstrated knowledge of the Saudi Aramco PTW System and Safety requirements.
  • Ability to identify workplace hazards and implement effective control measures.
  • Good communication skills.
  • Ability to read and understand English.

Physical and Project-Specific Requirements

  • Physically fit for site work.
  • Saudi Aramco Approval is required for this position.

This is a full-time role based at the Jeddah Cluster Pipeline Project site in Jeddah, Makkah, Saudi Arabia. The position involves working within a dynamic project environment, collaborating closely with various teams to uphold stringent safety standards.
