About the Opportunity

SAMREF Saudi Aramco Mobil Refinery Company Ltd. is seeking a Buyer (SMP) to join their team in Yanbu Al Sinaiyah, Al Madinah, Saudi Arabia. This contract position requires 5-10 years of relevant experience and focuses on the procurement of critical refinery materials.

Role Purpose

The primary purpose of this role is to manage the procurement of all high-value technical materials, chemicals, equipment, and spare parts essential for refinery operations. The Buyer will ensure all acquisitions align with end-user requirements and adhere strictly to Samref's established Purchasing Procedures.

Key Responsibilities

• Process stock and non-stock material requisitions, prepare purchase orders using the SAP system, and submit them for management approval.
• Issue requests for quotations to local and international vendors, tabulate received bids, and recommend successful suppliers in accordance with Samref policies and procedures.
• Manage correspondence related to requisitions, purchase orders, material discrepancy reports, and other procurement matters, demonstrating competence in both technical and non-technical communication.
• Coordinate with Saudi Aramco, Exxon-Mobil, or their outsourcing agents in the USA, Europe, and the Far East regarding Samref's Purchase Requisitions.
• Collaborate with expeditors on freight forwarding methods and logistics.
• Ensure compliance with advance duty exemption requirements.
• Monitor supplier performance, conduct interviews with representatives, identify potential new sources, and plan and arrange supplier surveys.
• Provide assistance and advice to Samref end-user departments on material procurement issues.
• Coordinate the sale of scrap and surplus materials.
• Apply skillful negotiating techniques with suppliers to achieve significant cost savings for Samref.
• Identify and qualify reliable sources for the supply of quality materials at the best total value, adhering to established pre-qualification procedures.
• Provide advice, guidance, and delivery status updates to end-user departments through SAP and electronic mail.
• Issue Purchase Orders for the repair and return of major refinery equipment and supervise these activities.

Qualifications and Experience

• A minimum of 3-6 years of experience in procurement, preferably within a refinery or industrial setting.
• Proficiency in using SAP for procurement processes.
• Demonstrated knowledge of international freight forwarding terms (INCO terms).
• Proven ability to handle various types of technical and non-technical correspondence.

• Excellent coordination and communication abilities for internal and external stakeholders.
• Analytical skills for bid tabulation and effective supplier selection.
• Proactive approach to supplier performance monitoring and new source identification.
