The Role of Senior Procurement Engineer

Amlak is seeking a Senior Procurement Engineer to manage and support procurement, tendering, and contractual activities for real estate development projects. This full-time position is based in the Eastern Region, Saudi Arabia, and covers the entire procurement cycle from initial requirements to contract closeout. The role involves close collaboration with various internal and external stakeholders to ensure procurement aligns with project requirements, budgets, specifications, and schedules.

Key Responsibilities

• Manage procurement packages from requirement identification through RFQ/RFP, tendering, evaluation, negotiation, award, and delivery.
• Review Bills of Quantities (BOQs), drawings, specifications, scopes of work, and project requirements prior to tendering.
• Source, prequalify, and evaluate contractors, subcontractors, suppliers, and service providers.
• Prepare and evaluate technical-commercial bid comparisons, including identifying scope gaps, exclusions, qualifications, and deviations.
• Lead commercial negotiations covering pricing, payment terms, delivery, warranties, and contractual conditions.
• Prepare procurement recommendations, Purchase Orders (POs), contracts, and related award documentation.
• Review and administer contracts, variations, change orders, claims, and additional works.
• Monitor contractor and supplier performance, contractual obligations, delivery schedules, and commercial commitments.
• Support project budgeting, cost analysis, benchmarking, and procurement forecasting.
• Identify cost-saving and value-engineering opportunities while maintaining quality and project requirements.
• Coordinate procurement activities with Project Management, Design, Engineering, Cost/Commercial, Finance, and consultants.
• Maintain procurement trackers, tender records, contractual correspondence, cost reports, and management reports.
• Identify procurement, contractual, commercial, and schedule risks and recommend appropriate mitigation actions.

Required Experience and Skills

• Candidates should possess 5-10 years of experience in procurement and contracts, preferably within real estate development.
• Demonstrated ability to manage the full procurement cycle from requirements definition to contract closeout.
• Strong negotiation skills and experience in commercial risk management.
• Ability to work effectively with cross-functional teams and external stakeholders.
• Proficiency in cost optimization, value engineering, and performance monitoring.

Work Environment

The Senior Procurement Engineer will work closely with Project Management, Design, Engineering, Cost/Commercial, Finance, and other internal departments, as well as external consultants, contractors, subcontractors, and suppliers. The role contributes to ensuring packages are procured efficiently and effectively, meeting project objectives and maintaining required quality standards.
