The Role of Executive Director - Health and Safety Workers Welfare

The Executive Director - Health and Safety Workers Welfare leads the delivery of Health, Safety, and Worker Welfare (HSWW) across Qiddiya's active construction portfolio. This role ensures the effective implementation of HSWW standards, drives construction safety compliance and assurance, and oversees incident response and worker welfare practices. This is a full-time position requiring over 10 years of experience.

Key Responsibilities

• Ensure health and safety requirements from the pre-construction phase, including Safety in Design outputs and contractor pre-qualification conditions, are integrated into construction execution activities.
• Oversee health and safety risk assessments for construction execution activities, directing the assessment of site-specific hazards and methodologies.
• Lead delivery-phase safety audits and inspections, identifying non-conformances and escalating findings to relevant stakeholders.
• Ensure compliance with national and international safety and worker welfare standards, and KSA labour laws, directing regular compliance audits.
• Lead the delivery HSWW inspection program across all active construction sites, verifying consistent application of enterprise HSWW standards.
• Oversee the Personal Protective Equipment (PPE) program, including procurement, distribution, compliance monitoring, and record-keeping.
• Monitor corrective actions from inspections, audits, incidents, and grievances, ensuring timely assignment, progression, and closure.
• Lead investigations of health and safety incidents, directing root cause analysis, incident classification, and the development of lessons learned.
• Oversee the implementation of corrective and preventive actions from incident investigations, ensuring communication and dissemination of findings.
• Lead site-based crisis communication and coordinate regulatory reporting for serious incidents, ensuring timely and accurate information to authorities.
• Ensure emergency medical response capability for construction-related incidents, liaising with stakeholders and escalating gaps in readiness.
• Validate delivery HSWW key performance indicators, maintain performance dashboards, and consolidate safety data for enterprise reporting.
• Define and maintain occupational health standards and guidelines, embedding health monitoring and exposure surveillance within contractor obligations.
• Liaise with stakeholders to ensure accurate reporting of safety performance data, incident trends, and compliance outcomes to leadership.

Qualifications and Experience

• A minimum of 10 years of experience in Health, Safety, and Worker Welfare, particularly within large-scale construction or development projects.
• Demonstrated experience in implementing HSWW standards and driving compliance across complex portfolios.
• Proven ability to lead incident investigations and manage crisis response effectively.
• Strong understanding of national and international safety standards and labour laws.
