Role Summary

The Executive Director of Health and Safety Workers Welfare CM will lead the delivery of Health, Safety, and Worker Welfare (HSWW) across Qiddiya's active construction portfolio. This full-time role involves ensuring the effective implementation of HSWW standards, driving construction safety compliance and assurance, and overseeing incident response and worker welfare practices. The position requires over 10 years of experience.

Key Responsibilities

Ensure health and safety requirements from the pre-construction phase, including Safety in Design outputs and contractor pre-qualification conditions, are integrated into construction execution activities across all active delivery programs.
Oversee health and safety risk assessments for construction execution activities, directing the assessment of site-specific hazards and construction methodologies.
Lead delivery-phase safety audits and inspections in alignment with the enterprise assurance framework, directing selective audits based on risk profiles.
Ensure compliance with national and international safety standards, worker welfare standards, and KSA labor laws across all delivery activities.
Lead the delivery HSWW inspection program across all active construction sites, directing regular inspections of workplace conditions and risk mitigation.
Oversee the Personal Protective Equipment (PPE) program, including procurement, distribution, compliance monitoring, and record-keeping.
Monitor corrective actions from site inspections, audits, incidents, and grievances, ensuring timely assignment, progression, and closure.
Lead investigations of health and safety incidents, adhering to the enterprise incident investigation hierarchy and directing root cause analysis.
Oversee the implementation of corrective and preventive actions from incident investigations, ensuring communication and dissemination of findings.
Lead site-based crisis communication and coordinate regulatory reporting for serious incidents, ensuring timely and accurate information to stakeholders.
Ensure emergency medical response capability for construction-related incidents, liaising with stakeholders and escalating gaps in readiness.
Validate delivery HSWW key performance indicators, maintain performance dashboards, and consolidate safety data for enterprise reporting.
Define and maintain occupational health standards and guidelines, ensuring health monitoring and exposure surveillance are embedded in contractor obligations.
Liaise with stakeholders to ensure delivery safety performance data, incident trends, and compliance outcomes are accurately reported to leadership.

Experience and Qualifications

A minimum of 10 years of experience in Health, Safety, and Worker Welfare (HSWW) within construction or a related field.
Demonstrated experience in leading HSWW delivery across large-scale construction portfolios.
Proficiency in implementing HSWW standards, driving compliance, and managing incident response.
Strong understanding of national and international safety standards, worker welfare standards, and KSA labor laws.
