About the Role

Libera Consultants is seeking an experienced HSE Manager to lead corporate Health, Safety & Environment operations. This full-time senior management position is based in the Eastern region of Saudi Arabia and focuses on ensuring compliance with international HSE standards, regulatory requirements, and organizational safety policies across engineering and design activities.

Role Overview

The HSE Manager will oversee corporate HSE operations, safety governance, regulatory compliance, and risk management. The role involves managing established HSE management systems, policies, procedures, and performance standards. A key focus is ensuring employee safety across corporate facilities and for engineering teams conducting site visits to industrial and oil & gas facilities throughout Saudi Arabia.

Key Responsibilities

Lead and manage corporate HSE operations, ensuring compliance with company policies, regulatory requirements, and international standards.
Oversee the implementation and continuous improvement of HSE management systems, procedures, and safety protocols.
Ensure compliance with ISO 45001 and applicable Saudi occupational health and safety regulations.
Manage HSE risk assessments, internal audits, inspections, and corrective actions.
Monitor and report HSE KPIs, leading and lagging indicators, and overall safety performance.
Oversee workplace safety across corporate offices and engineering facilities.
Ensure appropriate HSE procedures, PPE requirements, and safety measures are implemented for engineering personnel visiting industrial and Saudi Aramco facilities.
Lead HSE training, safety awareness initiatives, and continuous improvement programs.
Manage, mentor, and develop the HSE team, ensuring effective departmental performance.
Collaborate with senior management and internal stakeholders to maintain a strong organizational safety culture.
Identify opportunities to enhance HSE governance, compliance, and operational effectiveness.

Qualifications and Experience

Candidates should possess 5-10 years of experience in a relevant HSE management role.
Demonstrated experience in leading corporate HSE operations and ensuring compliance with international standards.
Proven ability to manage HSE management systems, risk assessments, and internal audits.

Work Environment

This role is based in the Eastern region of Saudi Arabia and involves both corporate office responsibilities and oversight of engineering teams conducting site visits to various industrial and oil & gas facilities.
