About the Role

HanmiGlobal Saudi is seeking a highly qualified Project Manager to join its program management and PMCM team in Riyadh. This full-time role involves leading a multidisciplinary PMCM team at the work package level within a mega multi-work package land and infrastructure development program, delivered on behalf of a major government entity.

Key Responsibilities

The Project Manager will be responsible for the day-to-day delivery of a major land development and infrastructure project, overseeing developers, contractors, consultants, utility providers, and stakeholders through construction and handover phases. This includes leading the Site Management Team and serving as the primary point of contact between the Program Management Office and project delivery teams. Specific responsibilities include:

  • Leading the overall delivery of the assigned project package from design through close-out.
  • Managing a multidisciplinary site management team covering engineering, commercial, planning, quality, HSE, contracts, interface, construction management, and supervision.
  • Monitoring the performance of developers, contractors, consultants, and utility providers to ensure contractual compliance.
  • Overseeing construction activities for roads, utilities, drainage, irrigation, telecommunications, public realm, and associated infrastructure works.
  • Ensuring compliance with approved schedules and monitoring progress against key milestones.
  • Leading weekly and monthly progress meetings with all project stakeholders.
  • Coordinating multidisciplinary technical reviews to resolve engineering, construction, and interface issues.
  • Reviewing contractor recovery plans, mitigation measures, and acceleration proposals for project delays.
  • Overseeing commercial administration, including progress measurement, variations, claims, cost monitoring, and payment recommendations.
  • Ensuring implementation of project quality management systems, inspection procedures, and non-conformance management.
  • Managing project risks through proactive identification, mitigation planning, and regular updates to risk registers.
  • Coordinating approvals with statutory authorities and utility providers.
  • Ensuring effective stakeholder engagement and interface management.
  • Reviewing monthly project reports covering progress, cost, schedule, quality, HSE performance, risks, and achievements.
  • Leading project handover activities, defect management, close-out documentation, and final acceptance.
  • Mentoring and developing the project delivery team.

Qualifications and Experience

Candidates for this role should possess the following qualifications and experience:

  • Education: Bachelor's Degree in Civil Engineering or Construction Management from an accredited university. Professional registration or Chartered Engineer status is preferred.
  • Overall Experience: Minimum of 20 years of professional experience in infrastructure, land development, or major urban development programs.
  • Management Experience: Minimum of 10 years managing multidisciplinary Program Management, PMCM, and Construction Supervision teams.
  • Regional Experience: Demonstrated experience delivering major land and/or infrastructure developments within Saudi Arabia or the GCC.
  • Sector Experience: Previous experience working on client-side, PMCM, or consultancy assignments is essential.

Required Skills

The ideal candidate will demonstrate:

  • Strong understanding of FIDIC contracts, construction management, program controls, and commercial administration.
  • Experience coordinating government authorities, utility providers, and multiple contractors.
  • Excellent leadership, communication, negotiation, and stakeholder management skills.

Reporting Structure

The Project Manager will report directly to the Program Director.
