About the Role

Tanmiah Food Company is seeking a Manager - Center of Excellence to implement the Group's people-strategy pillars into an integrated talent acquisition and talent management roadmap. This full-time role involves providing strategic advisory and fostering a culture of performance accountability and development ownership across the organization. The position requires 10-12 years of relevant experience.

Key Responsibilities

• Implement the Group's people-strategy pillars into an integrated talent acquisition and talent management roadmap, defining hiring priorities and capability targets aligned with business plans across all entities.
• Provide strategic advisory to the CHRO on talent market dynamics, workforce capability risks, leadership pipeline readiness, and nationalization exposure.
• Drive a culture of performance accountability, development ownership, and values-led hiring by embedding consistent talent standards, KPI-based performance practices, and structured development pathways.
• Develop and maintain an integrated annual talent plan covering recruitment demand forecasting, performance management cycles, and learning calendars, with timelines and milestones aligned to business planning cycles.
• Plan and manage the talent function budget, ensuring cost-effectiveness and ROI visibility for recruitment, assessment tools, and learning and development spend.
• Define success metrics, KPIs, and reporting structures for all talent processes to enable data-driven talent decisions.
• Oversee execution of recruitment operations across all entities, monitoring key metrics and implementing corrective actions where SLAs are at risk.
• Manage execution of performance management cycles through SAP SuccessFactors, ensuring timely completion and data integrity.
• Oversee delivery of L&D programs, tracking attendance, completion, feedback, and evaluation outcomes.
• Manage talent review processes, maintaining talent dashboards and analytics to support leadership decision-making.
• Monitor implementation and tracking of Development Plans, career development initiatives, and Training Needs Analyses.
• Negotiate and manage contracts with external recruitment agencies, assessment partners, and training providers, ensuring competitive terms and alignment with Tanmiah’s procurement and governance standards.

Leadership and Team Management

• Lead, coach, and develop a team, setting clear objectives, monitoring performance, and building capability in recruitment operations, talent analytics, employee engagement, and learning design.
• Identify team capability gaps and deliver targeted development interventions covering sourcing techniques, assessment methodology, performance consulting, learning design, and HR systems proficiency.

Stakeholder Collaboration

• Collaborate with business unit heads, HR Business Partners, and the Internal Communications team to align talent initiatives with workforce needs, business priorities, and employer brand positioning.
• Facilitate performance calibration sessions, talent reviews, and succession discussions with leadership teams across entities.
• Present talent performance updates, recruitment pipeline status, and L&D effectiveness reports to the CHRO and senior leadership.

Compliance and Data Integrity

• Ensure all talent acquisition, performance management, and learning processes comply with Saudi regulations (including Nitaqat and Tawteen), MLSD requirements, and Tanmiah's internal governance policies.
• Maintain accuracy, integrity, and confidentiality across all employee data, performance records, assessment results, and talent analytics reports.
• Ensure fairness, consistency, and legal defensibility in all hiring, assessment, and performance evaluation practices.
