About the Role

Applus+ Asia Middle East and Africa is seeking a dedicated Safety Officer to join our team in Abha, 'Asir, Saudi Arabia. This full-time position involves monitoring daily CCTV inspection and sewer-cleaning activities to ensure all site work adheres to safety standards. The Safety Officer will be responsible for ensuring compliance with Saudi regulations, National Water Company (NWC) HSE requirements, the approved Project HSE Plan, and company procedures, while proactively identifying hazards and reporting unsafe acts and conditions.

Key Responsibilities

  • Support the QHSE Manager / HSE Focal Point in the implementation of the Project HSE Plan.
  • Provide continuous safety coverage for assigned field teams and work locations.
  • Promote safe work practices and foster a positive safety culture among employees and subcontractors.
  • Coordinate daily safety requirements effectively with supervisors, operators, drivers, and field crews.
  • Implement site safety procedures and instructions as outlined in the approved Project HSE Plan.

Safety Monitoring and Compliance

  • Conduct pre-work and continuous site inspections, immediately reporting any unsafe acts or conditions.
  • Monitor compliance with company, client, and regulatory HSE requirements.
  • Verify the availability of required Risk Assessments, Job Safety Analyses (JSA), toolbox talks, and valid Permits to Work before work commencement.
  • Ensure the correct use of Personal Protective Equipment (PPE) and proper installation of barricades, warning signs, lighting, housekeeping, and traffic-control arrangements.
  • Monitor high-risk activities, including manhole opening, confined-space entry, atmospheric gas testing, lifting of manhole covers, jetting operations, generator use, vehicle movement, and road work.
  • Inspect tools, equipment, gas detectors, lifting accessories, vehicles, fire extinguishers, first aid kits, and emergency equipment prior to use.
  • Ensure confined-space entry requirements, standby arrangements, communication protocols, and rescue provisions are consistently maintained.

Reporting and Documentation

  • Identify hazards, unsafe acts, and unsafe conditions, ensuring immediate corrective action is taken.
  • Report HSE observations, incidents, and repeated violations to the QHSE Manager.
  • Conduct daily toolbox talks and actively participate in project HSE induction and awareness activities.
  • Report incidents, near misses, hazards, and environmental observations immediately, assisting in investigations when required.
  • Maintain daily inspection checklists, toolbox-talk records, Permit to Work (PTW) records, observation reports, and corrective-action follow-up logs.
  • Follow up on corrective actions with the relevant supervisor until satisfactory closure.

Authority and Intervention

  • Possess the authority to stop any activity presenting an immediate danger to personnel, property, or the environment.
  • Prevent the use of unsafe tools, equipment, vehicles, or work practices.
  • Require immediate correction of unsafe conditions before work is permitted to resume.
  • Remove personnel from a hazardous area when minimum safety requirements are not met.
  • Escalate serious or repeated HSE violations to the QHSE Manager / HSE Focal Point and project management.

Qualifications and Experience

  • A minimum of 5 to 10 years of experience in a safety-related role, preferably within a similar industry or environment.
  • Demonstrated knowledge of Saudi safety regulations and National Water Company (NWC) HSE requirements.
  • Proven ability to implement and monitor HSE plans and company procedures effectively.
