Commissioning Leader

About the Role

Shanahan Engineering is recruiting a Commissioning Leader for a large petrochemical complex extension project located in Al Jubail, Eastern Province, Saudi Arabia. This is a contract position requiring over 10 years of experience.

Role Overview

The primary role of the Commissioning Site Leader is to ensure that the contractor's scope of services for pre-commissioning and commissioning preparation is carried out in compliance with contract and schedule obligations, and in line with company specifications. The position also involves ensuring the safe and smooth execution of all commissioning activities, following the OPERCOM® methodology and proper use of ICAPS© software.

Key Responsibilities

• Ensure with the team of discipline specialists the witnessing of all pre-commissioning and commissioning activities in the assigned area.
• Ensure full compliance with acceptance criteria and AMIRAL program standards and specifications.
• With the team of discipline specialists, ensure safe and compliant pre-commissioning and commissioning activities carried out by the EPCC contractor.
• Organize and ensure review of contractor documentation within the team.
• Manage interfaces with other disciplines, contractors, vendors, and proponents.
• Monitor and report EPCC contractor progress, identify areas of concern, and adapt priorities according to the critical path and overall project schedule.
• Support the EPCC contractor with commissioning and handover dossier preparations.
• Support the review and approval of the contractor's commissioning organization, deliverables, procedures, and planning activities to ensure a safe and efficient operational start-up.
• Develop pre-commissioning and commissioning activities with the proponent department.
• Participate in HSE activities.
• Manage systems and sub-systems definitions.
• Ensure proper preparation and review of pre-commissioning and commissioning dossiers.
• Monitor and report on contractor/subcontractor progress.
• Issue periodic progress reports.
• Organize and coordinate commissioning execution activities.

Qualifications and Requirements

• High level of knowledge in all types of activities within a petrochemical site.
• Multi-discipline specialists are required.
• Over 10 years of experience in the field.
• Process or operation background.
• Knowledge of EPCC contract management.
• High competencies in OPERCOM® and ICAPS© tools.
• Experience in pre-commissioning and commissioning of petrochemical units and storage facilities.
• Strong background in Data-IT systems (Telephone, Wifi, video conferencing, PAGA, fiber backbone, etc.), Security systems (ACS, IDAS, security fencing), and Instrument & Control (EMERSON) is mandatory.
