Company Overview

Chevron Phillips Chemical Company operates in Al Jubayl, Saudi Arabia, through its wholly owned affiliate Arabian Chevron Phillips Petrochemical Company (ACP). ACP is involved in joint ventures with Saudi Industrial Investment Group (SIIG), including Saudi Chevron Phillips Company (SCP) and Jubail Chevron Phillips Company (JCP). A third joint venture, Saudi Polymers Company (SPCo), is jointly owned by ACP and National Petrochemical Company (Petrochem), all located in the Eastern Province Industrial City of Al-Jubail.

About the Specialist Project Control Role

The Specialist Project Control is a full-time position responsible for managing project Total Installed Cost (TIC) estimates and monitoring expenditures against approved budgets. This role involves organizing and prioritizing various projects and multiple tasks efficiently and promptly. Candidates should possess 2-5 years of relevant experience.

Key Responsibilities

  • Compile estimates and associated pricing impacting the Total Installed Cost (TIC), including calculating appropriate contingency levels.
  • Structure estimates to accurately reflect the cost coding work breakdown structure (WBS).
  • Develop the basis of estimates, detailing the scope of work, equipment pricing, and material take-offs (MTOs).
  • Facilitate estimate review meetings to ensure the completeness of the project scope within the estimate.
  • Maintain and control approved estimates, ensuring all supporting documents are properly recorded for project archives.
  • Provide guidance to the project team on minimum requirements and format for supporting documents per phase gate.
  • Implement the work breakdown and project coding structure to ensure control and integrity of work performed as defined by the contract.
  • Coordinate with the project team to establish rules of credit and report accurate progress measurement for engineering and construction activities.
  • Compare estimates with actual costs and adjust rates appropriately for future estimates.
  • Provide meaningful, accurate historical data and maintain a database of program cost experiences.
  • Assist project engineers with estimating scope changes for funded projects and ensure adherence to change management processes.
  • Attend weekly project meetings and contribute to discussions concerning cost and schedule performance.
  • Communicate budgeted costs, forecasts, overruns, contingency drawdown, and any concerns to the project team and management.
  • Assist project engineers with the financial closeout of projects.
  • Input lessons learned into the program database for continuous improvement.

Performance Monitoring and Compliance

  • Analyze variances in cost and schedule performance against the plan, communicate reasons for variance issuance, and propose mitigation plans to management.
  • Strictly follow established environmental, health, safety, and quality policies and procedures to guarantee employee safety, legislative compliance, delivery of high-quality products/services, and a responsible environmental attitude.
  • Undertake accountabilities within the operational excellence process as outlined in the schedule of responsibilities.
  • Contribute to the processes of continuous improvement for the assigned area.
  • Perform any other relevant task as directed by the Superintendent Project Engineering.

Required Experience

Candidates for this Specialist Project Control position are required to have 2-5 years of experience in a related field. The role is based in Al Jubayl, Saudi Arabia, and is a full-time commitment.
