The Role

Al-Qadsiah Saudi Club is seeking an HR Operations Supervisor for a full-time position in Al Khobar, Eastern region. This role is responsible for overseeing all Human Resources Operations and Government Relations activities, ensuring full compliance with Saudi labor laws and regulatory requirements. The Supervisor manages employee lifecycle processes, HR administration, payroll coordination, employee services, and interactions with government platforms such as Qiwa, Muqeem, GOSI, Mudad, and the Ministry of Human Resources & Social Development (MHRSD).

Key Responsibilities

• Manage end-to-end employee lifecycle processes, including onboarding, transfers, promotions, contract management, and offboarding.
• Supervise daily HR operations and administrative activities to ensure efficient service delivery.
• Ensure consistent implementation of HR policies, procedures, and employment practices across the organization.
• Oversee HR coordinators and administrative staff, providing guidance, support, and performance oversight.
• Manage leave administration, attendance records, and payroll inputs in coordination with relevant departments.
• Maintain accurate and confidential HR systems, databases, employee records, and personnel files.
• Administer employee benefits, medical insurance, and other employee support services.
• Lead all government relations activities with relevant ministries, regulatory authorities, and external service providers.
• Manage company accounts on government platforms, including Qiwa, Muqeem, GOSI, Mudad, Balady, Ryadhi, Absher Business, and Ministry of Commerce.
• Oversee visa issuance, work permits, Iqama renewals, employee transfers, and final exit processes.
• Ensure timely renewal of company licenses, commercial registrations, certificates, and other statutory documentation.
• Coordinate employee registrations, social insurance matters, and labor compliance requirements.
• Ensure compliance with Saudi Labor Law, Saudization (Nitaqat) requirements, and regulatory obligations.
• Monitor changes in labor laws and government regulations, advising management on required actions.
• Manage disciplinary actions, investigations, and grievance procedures in accordance with regulations and policies.
• Supervise, coach, and develop HR Operations team members, allocating workloads and monitoring performance.
• Support the establishment and monitoring of departmental KPIs and service standards.
• Lead HR operational projects and continuous process improvement initiatives.
• Support performance management, employee engagement, and employee relations initiatives.
• Participate in internal and external HR audits and recommend improvements to HR policies and operational procedures.

Qualifications and Experience

• 5-10 years of experience in HR Operations, employee administration, payroll coordination, employee services, and labor law compliance.
• Demonstrated experience in handling government relations and regulatory compliance activities within Saudi Arabia.
• HR professional certification (SHRM-CP, PHR, CIPD, or equivalent) is preferred.
• Government Relations certification or relevant professional accreditation is advantageous.
