About the Role

IMCO Engineering & Construction Co. *** is seeking a Country Manager for its operations in Dammam, Eastern Region. This full-time role is responsible for the overall management, operational performance, commercial results, and business development of the company's activities in Saudi Arabia. The Country Manager provides strategic and operational leadership across multiple projects, contracts, and disciplines.

Role Purpose and Leadership

The Country Manager ensures that all activities are executed safely, efficiently, on schedule, within budget, and in accordance with contractual, technical, quality, HSE, and regulatory requirements. This role serves as a senior country-level interface between the Company’s projects, clients, consultants, subcontractors, suppliers, and the Head Office in Kuwait. Additionally, the Country Manager is responsible for developing the Company’s market presence, identifying new opportunities, and supporting sustainable revenue and profitability growth.

Key Responsibilities

  • Provide overall leadership and management of operations to achieve project objectives, milestones, contractual commitments, and profitability targets.
  • Monitor project progress, schedules, budgets, forecasts, manpower, resources, procurement, construction, commissioning, and close-out activities.
  • Identify project risks, delays, operational constraints, and resource requirements, ensuring timely corrective and recovery actions.
  • Ensure effective coordination between Engineering, Estimation, Procurement, Construction, Project Controls, HSE, QA/QC, Commercial, Finance, and project teams.
  • Monitor and drive the financial performance and profitability of KSA operations and projects.
  • Review budgets, cost reports, forecasts, cash flow, commitments, productivity, and resource requirements with relevant teams, ensuring effective cost-control measures.
  • Review and support tender estimates, commercial proposals, variations, claims, change orders, extensions of time, and other contractual matters.

Business Development and Stakeholder Management

  • Lead and actively participate in business development activities across Saudi Arabia.
  • Identify new projects, clients, markets, partnerships, and revenue opportunities aligned with the Company’s strategic objectives.
  • Develop and maintain strong relationships with key clients, consultants, EPC contractors, international contractors, government entities, and strategic business partners.
  • Monitor market developments, upcoming projects, tenders, and investment opportunities within the Power, Oil & Gas, Energy, and Industrial sectors.
  • Support prequalification, tendering, strategic bidding, negotiations, and securing new contracts.
  • Maintain senior-level relationships with existing and potential clients and strategic stakeholders, ensuring high levels of client satisfaction and promoting repeat business.
  • Represent the Company at key client, consultant, contractor, and business development meetings.

Compliance and Quality Assurance

  • Ensure all activities in Saudi Arabia comply with applicable laws, regulations, client requirements, Company policies, HSE standards, and Quality Management Systems.
  • Monitor HSE and Quality performance.
  • Maintain conversance with the Saudi labor and regulatory environment.

Qualifications and Experience

  • A minimum of 10 years of relevant experience in a leadership role within the engineering and construction sector.
  • Proven track record in managing complex projects and driving business growth.
  • Strong understanding of operational, financial, and commercial management principles.
  • Demonstrated ability to build and maintain strong client and stakeholder relationships.
