About the Role

Honeywell (KSA) is seeking a Sr Program Controls Specialist to lead and govern program controls across a portfolio of large, complex projects. This full-time position, based in Dhahran or Dammam, provides strategic oversight for cost management, scheduling, forecasting, risk management, performance reporting, change control, and portfolio analytics. The role supports successful project delivery and strong financial performance, serving as a trusted advisor to executive leadership and various project teams.

Role Responsibilities

The Sr Program Controls Specialist drives data-informed decision-making, forecasting accuracy, governance compliance, and continuous improvement within the project controls function. Key responsibilities include:

• Leading the development, implementation, and continuous improvement of program controls frameworks, methodologies, policies, and governance processes across multiple projects and programs.
• Providing strategic oversight of project budgets, forecasts, schedules, cash flow, earned value performance, and key project performance indicators.
• Directing portfolio-wide cost and schedule forecasting activities, ensuring accuracy, consistency, transparency, and timely reporting to senior leadership.
• Establishing, approving, and maintaining program and project baselines, ensuring effective measurement of scope, schedule, cost, progress, and performance.
• Leading monthly business reviews and executive reporting, including variance analysis, trend assessment, scenario evaluation, and actionable recommendations.
• Driving the analysis and resolution of critical project risks, schedule delays, cost overruns, productivity challenges, and execution issues.
• Partnering with Project Directors, Program Managers, Commercial, Finance, Procurement, and Delivery teams to optimize project outcomes and financial performance.
• Providing executive-level dashboards and strategic insights using Power BI, SAP, Primavera P6, Microsoft Excel, and other enterprise project controls systems.
• Leading change management and change control governance, including evaluation of cost, schedule, contractual, risk, and business impacts.
• Overseeing project controls personnel and providing direction, coaching, mentoring, performance management, and capability development.
• Ensuring project controls processes comply with corporate governance requirements, client obligations, audit expectations, and industry best practices.
• Directing portfolio-level risk management, mitigation planning, contingency management, and escalation of material exposures.
• Supporting business planning, resource forecasting, capital planning, and long-range portfolio performance analysis.
• Establishing standards and best practices that improve forecasting accuracy, reporting quality, data integrity, and operational efficiency.
• Leading audits, compliance reviews, lessons learned, assurance activities, and continuous improvement initiatives.
• Acting as the primary program controls focal point for executive leadership, customers, auditors, and other key stakeholders.

Required Qualifications

• A minimum of 10 years of experience in program controls or a related field.
