About Alfanar and the Role

Alfanar is seeking a dedicated ENGINEER HSE to join its team in Riyadh. This full-time role is essential for ensuring safe operations across workplaces, buildings, and machinery. The successful candidate will be responsible for guaranteeing that no hazards or safety violations occur during product production or within the working environment, upholding Alfanar's commitment to safety standards.

Key Responsibilities: Pre-qualification and Bid Preparation

The ENGINEER HSE will play a critical role in the initial phases of project engagement, focusing on documentation and compliance for new opportunities. Core responsibilities include:

• Monitoring workplaces, buildings, and machines to ensure safe operations and prevent hazards or safety violations.
• Preparing HSE documents, questionnaires, and supporting materials for pre-qualification with new clients.
• Thoroughly reviewing client requirements to ensure alignment with HSE standards.
• Developing comprehensive HSE documents for bidding purposes in MEP, P&W, and AGD sectors.

Client Engagement and Project Compliance

This position involves direct interaction with clients and meticulous planning to ensure project-specific health, safety, and environmental compliance throughout the project lifecycle.

• Creating PowerPoint presentations for client meetings and participating in post-bid clarification meetings as needed.
• Providing expert guidance to the tender department regarding HSE aspects.
• Developing Occupational Health and Safety (OHS) and Environmental plans for projects, ensuring alignment with client requirements.
• Ensuring timely approval of all necessary documents from clients.
• Guaranteeing full compliance with comments received on submittals from clients.
• Coordinating with client representatives when required.
• Preparing detailed risk assessments and job safety analyses.

Operational Leadership and Continuous Improvement

The role extends to leadership, operational delivery, and fostering a culture of continuous improvement and compliance within the team and across projects.

• Ensuring the dissemination of approved documents to project teams.
• Suggesting safety staff for projects as directed by the TSM Manager.
• Maintaining meticulous records of all documents and assisting project teams in report preparation, including close-out reports.
• Training subordinates and forming effective teams, providing leadership, coaching, and direction in all aspects of their work.
• Delegating assignments and ensuring fair distribution of tasks to maintain morale and motivation.
• Performing planned activities to meet operational and development targets as per delivery schedules, utilizing resources effectively.
• Providing periodic reports detailing deviations and execution of planned tasks.
• Resolving related problems and escalating complex operational issues as necessary.
• Ensuring quality requirements are met by developing effective quality control and processes.
• Coordinating well-defined written systems, policies, procedures, and seeking automation opportunities.
• Complying with all related policies, procedures, and work instructions.
• Ensuring compliance with relevant safety, quality, and environmental management procedures and controls within the defined area of work.

Required Qualifications and Experience

Candidates applying for the ENGINEER HSE position must meet the following experience requirement:

• A minimum of 5 to 10 years of relevant experience in Health, Safety, and Environment (HSE) roles.
