About the Role

The Zakat, Tax and Customs Authority (ZATCA) is seeking an IT Infrastructure Planning & Monitoring Lead Engineer to join its team in Riyadh, Saudi Arabia. This full-time role is for an experienced professional capable of working with general direction, focusing on developing solutions to complex challenges and addressing issues escalated from junior levels. The incumbent will play a crucial role in shaping ZATCA's IT infrastructure strategy and ensuring its optimal performance.

Key Responsibilities

The Lead Engineer will undertake complex operational activities, including the development of ZATCA’s IT infrastructure roadmap, project plans, and capacity plans based on new trends and cutting-edge technology. This role involves developing IT infrastructure RFPs and participating in vendor evaluation and selection. Furthermore, the incumbent will evaluate received change requests related to IT infrastructure, set proper priorities, monitor ZATCA IT infrastructure performance, recommend corrections, and communicate performance reports to all stakeholders.

Infrastructure Planning and Development

• Conduct research on the latest IT infrastructure trends and technologies, capture ZATCA IT infrastructure capabilities, identify gaps through deep analysis, and develop the IT infrastructure roadmap to meet ZATCA Strategy and business objectives.
• Translate the developed ZATCA IT roadmap into IT infrastructure projects, develop the IT infrastructure implementation plan, and ensure proper alignment with IT enterprise architecture and standards.
• Collect business requirements and conduct analysis sessions with business users and vendors to identify proper capacity forecasts for IT infrastructure components (servers, hardware, systems, datacenters, storage, and networks), and accordingly develop and maintain capacity plans.
• Conduct requirements gathering meetings with stakeholders to develop RFPs related to IT infrastructure, evaluate vendors based on predefined criteria, and participate in vendor selection and SLA negotiations in cooperation with relevant stakeholders.
• Gather inputs to identify IT risks from new technologies, oversee the development of IT risk mitigation plans, and ensure cascading of these plans to all stakeholders.

Monitoring and Performance Management

• Define infrastructure performance metrics, oversee the development of necessary monitoring tools and data gathering, and oversee the development of agreed-upon reports.
• Receive change requests to infrastructure, evaluate the impact of requested changes on the IT architecture, and accordingly prioritize and plan their implementation.
• Monitor IT infrastructure implementation (including systems, application logs, storage, data backup, and archiving) against KPIs, generate periodical reports, and provide recommendations for optimizations.
• Monitor the performance of ZATCA IT infrastructure components using developed monitoring tools, generate needed reports, and cascade performance reports to all relevant functions for improvement.

Required Experience

Candidates should possess 5-10 years of experience in a relevant field. The role requires an experienced professional capable of conducting work with general directions and developing solutions to challenges that require analysis to understand and resolve.

Work Environment and Collaboration

• Follow all relevant policies, processes, and standard operating procedures to ensure work is carried out in a controlled and consistent manner.
• Help in solving escalated problems and provide necessary support for junior team members to ensure efficient workflow.
• Escalate complex problems to the relevant person to ensure cases and issues are closed properly.
