About the Role

Tandem Interim is seeking an IT Consultant specializing in Cost Optimization (CapEx & OpEx) for a contract engagement in Riyadh, Saudi Arabia. This role involves joining a cost optimization initiative with a leading consulting firm, focusing on identifying and addressing inefficiencies within IT expenditure.

Role Purpose and Focus

The primary objective of this position is to identify waste and inefficiency across IT spend, encompassing both Capital Expenditure (CapEx) and Operational Expenditure (OpEx). This is a specialized role that requires a deep understanding of banking IT environments to assess the effective utilization of solutions, identify over-provisioning or redundancy, and propose process improvements. This is not a procurement or vendor-negotiation role. The consultant will translate technical and operational findings into clear, data-driven recommendations for senior stakeholders.

Key Responsibilities

• Review the bank's IT architecture and application landscape, including deployment, usage patterns, and platform allocation for banking products.
• Assess IT solutions and infrastructure to identify waste, redundancy, underutilization, and process inefficiencies.
• Analyze usage and consumption data (*, licenses, infrastructure capacity, cloud usage, support tickets) to detect overuse, underuse, and potential for optimization.
• Deconstruct IT cost structures into their core drivers, differentiating between fixed and variable costs and pinpointing root causes of inefficiency.
• Engage with internal IT stakeholders to validate findings and gain insights into day-to-day system usage.
• Develop clear, data-driven business cases and savings trackers to quantify identified opportunities.
• Support implementation follow-up, monitoring savings realization and flagging potential risks.

Required Qualifications and Experience

• Minimum of 4-6 years of experience as a Technology/IT Business Analyst, IT Consultant, or a similar role.
• Experience must be within the banking or financial services sector, specifically assessing IT systems, usage, and cost efficiency. This role is not primarily focused on vendor sourcing or procurement.
• Strong understanding of banking IT architecture and how business and technical teams utilize systems in practice.

• Proven ability to identify inefficiencies and effectively translate complex technical findings into actionable business recommendations.
• Comfortable and effective in presenting findings and recommendations to senior stakeholders and C-level executives.
• Ability to independently build comprehensive presentations and robust business cases.

This is a contract position based in Riyadh, Saudi Arabia. Salary details will be discussed during the interview process.
