About the Localization Manager Role

Raytheon Saudi Arabia, part of RTX, the world's largest aerospace and defense company, is seeking a Localization Manager to join its team in Riyadh, Kingdom of Saudi Arabia. This full-time role is central to expanding international market opportunities and achieving business and financial goals through strategic partnerships and the development of local industrial capabilities in line with sovereign industrial policies and expectations.

Strategic Focus and Program Scope

The Localization Manager will align with a cross-functional team responsible for strategic projects coordinated across various Strategic Business Units (SBUs), Operations and Supply Chain (OSC), Requirements & Capabilities (R&C), Contracts, Global Trade, and Finance teams. These initiatives are crucial for enhancing collaboration and ensuring Raytheon meets the specific needs and expectations of its international partners, contributing to the overall growth and success of the company in the global Defense and Aerospace environment. The current pipeline of Offsets and Localization projects in the proposal phase exceeds $15 billion in obligation value, with an additional forecast of approximately $20 billion in the long-range plan.

Key Responsibilities

  • Manage the coordination and development of industrialization concepts and proposals.
  • Support the negotiation of industrialization agreements and establish strategic industrial partnering agreements.
  • Coordinate associated global supply chain arrangements and develop local supply chains.
  • Execute all phases of the global industrialization program lifecycle to enable supply chain, product, and country industrialization opportunities in Raytheon’s global market.
  • Collaborate with relevant Raytheon functions, landed companies/program teams, and existing commercial consortiums to identify, develop, and mature industrial partnerships.
  • Work with landed company and capture/program teams to develop relationships with local customers, industry stakeholders, and USG authorities.
  • Establish military industry partnerships and facilitate the utilization of national military industry talent.
  • Oversee the transfer of technology, Intellectual Property, tools, and processes to the global industry.
  • Interface regularly with both internal and external customers, along with executive leadership.
  • Ensure program growth, accurate forecasting, estimate at completion (EAC), and monthly internal reporting.
  • Collaborate closely with localization program managers and other functions to develop and deliver quarterly reports and credit claims in accordance with project milestones.

Qualifications and Experience

Candidates for this role should possess 5-10 years of relevant experience. A strong background in global industrialization, supply chain development, and strategic partnership management within the aerospace and defense sector is essential. The ability to navigate complex international policies and collaborate effectively with diverse stakeholders is required.

Work Environment and Travel

This is an accompanied onsite role based in Riyadh, Kingdom of Saudi Arabia. The successful candidate will join a highly talented global team embedded within strategic business locations across the US, Europe, and the Middle East North Africa (MENA). International travel for occasional global customer engagements, potentially greater than one week in duration, will be required across Raytheon’s global markets, including MENA, Asia, and Europe.
