Role Overview

El Seif Engineering Contracting is seeking a highly experienced Manager - Construction (C&A) to join its team in Riyadh. This full-time position involves comprehensive oversight of all site activities and project packages. The Construction Manager provides technical guidance to supervise staff, manpower, and subcontractors on-site, ensuring that all project deliverables are completed on time, within budget, and meet both company and client specifications.

Key Responsibilities

• Oversee the day-to-day responsibilities of the site team in accordance with project business plans, company policies, and approved budgets.
• Supervise related equipment operations at the site and manage their effective utilization.
• Assist the Project Manager in producing Bills of Quantities (BoQs) and provide support to ensure timely approvals.
• Monitor project execution items and report any unbudgeted expenditures.
• Issue variation orders for any changes in the scope of works resulting from design, shop drawings by the consultant, or client instructions.
• Liaise with project management to obtain consultant approval for design, shop drawings, and material submittals.
• Regularly report the operational and financial status of site zones to the Project Manager.
• Monitor labor productivity and availability, coordinating with HR and management teams to mobilize necessary resources in a timely manner.
• Provide comments and recommendations to the Engineering function for generating shop drawings.
• Assist the Project Manager in developing project work plans, assigning work activities, monitoring workflow, and directing activities to achieve project goals.
• Follow up on the delivery and close-out of site works in accordance with contractual arrangements and agreed financial and commercial objectives.
• Prepare and present monthly site summary reports for the Project Manager.
• Support the development and maintenance of constructive relationships with clients.
• Develop, implement, and monitor project plans and controls, making recommendations on changes to project specifications, budgets, and schedules, and highlighting possible risks with mitigation plans.
• Work with suppliers and subcontractors to establish detailed project plans identifying key milestones and deliverables.
• Promote and maintain health and safety standards, including conducting site inspections.
• Ensure the implementation of approved shop drawings as per set specifications and standards.
• Establish effective communication channels with other Project departments.
• Prepare all Inspection Requests and follow up with Consultant’s engineers for all work approvals.
• Ensure the implementation of the company’s Quality, Health, Safety, and Environment (QHSE) plans on site.
• Support the development of KSA national employees across the team to meet corporate objectives and Saudization targets.
• Provide input to Human Resources on succession planning, employee career growth, and organizational structure.
• Manage the team with the highest standards of respect, integrity, accountability, agility, quality, safety, and corporate governance.
• Ensure compliance with the Code of Ethics policy and adopt company values across all functions, providing leadership to reinforce a strong people culture and ethical business practices.

Qualifications and Experience

• Bachelor of Science (*** in Civil Engineering.
• A minimum of 10 years of experience in construction and project management, with at least 4 years in a Construction managerial position.
• Proficiency in written and spoken English.
• Advanced training courses in Project Management are considered a plus.
• Strong interpersonal and problem-solving abilities.
• Highly responsible, reliable, and demonstrates exceptional attention to detail.
• Highly skilled in team management and able to work cohesively as part of a wider organization.
• Excellent communication and organization skills.
• Proven ability to handle multiple complex projects with a focus on results.
• Strong cost awareness and understanding of its impact on the business bottom line.
• Good knowledge in Construction Management, QA/QC Management, and Contractual Management.
• Demonstrated high level of knowledge in civil construction management along with strong project management skills.
• Well-experienced in implementing Statutory, Legal, and Company Policies and Procedures.
