About Norconsult Telematics and the Role

Norconsult Telematics is seeking a Materials Specialist for an on-site contract position in Riyadh, Saudi Arabia. This role is central to ensuring the integrity and efficiency of material management for data centre and technical building projects.

Position Objective

The Materials Specialist is responsible for comprehensive oversight of all materials and equipment procured for project use. This includes procurement assurance, inspection, tracking, and effective site management. The primary objective is to ensure that all incorporated materials are approved and compliant with specifications, that the material supply chain aligns with the construction program, and that accurate material records are maintained throughout the project lifecycle, from submittal approval to installation verification and close-out.

Key Responsibilities

  • Manage the end-to-end material control workflow, encompassing submittal review, approval status tracking, procurement schedule monitoring, delivery logistics coordination, and site receipt verification against approved specifications.
  • Maintain a comprehensive Material Submittal Register (MSR) to track all materials and equipment from initial submission through approval, procurement, delivery, and incorporation into the works.
  • Review material submittals, technical data sheets, test certificates, and compliance declarations from contractors, assessing conformance with project specifications, applicable standards, and approved material lists.
  • Coordinate with the Design Manager and discipline engineers during technical reviews to ensure proposed materials meet design intent and performance requirements.
  • Conduct and witness material inspections at supplier premises and on site, covering items such as structural steel, cable management systems, LV switchgear, UPS equipment, precision cooling units, and ELV/ICT infrastructure.
  • Monitor the construction program's material pull schedule and alert the Project Manager to any procurement delays or lead time risks impacting critical path activities.
  • Manage the site materials storage and preservation plan, ensuring critical equipment like UPS battery systems, transformers, precision cooling units, and generator sets are stored according to manufacturer requirements and project specifications.
  • Process and maintain records for material delivery notes, inspection certificates, test reports, and Factory Acceptance Test (FAT) documentation, ensuring full traceability from procurement to installation.
  • Issue Non-Conformance Reports (NCRs) for non-compliant materials identified upon delivery or during site inspection, and track corrective actions through to resolution.
  • Coordinate with QC Inspection teams to align material receipt inspections with Inspection and Test Plans (ITPs) and witness points.
  • Maintain a surplus materials register and manage the disposal or return of unused approved materials at project close-out.
  • Prepare and submit weekly material status reports to the Project Manager, highlighting critical items, delivery risks, and required actions.

Required Experience

Candidates for this position should possess 5 to 10 years of relevant experience in material management, procurement assurance, or a similar role within large-scale construction or infrastructure projects, particularly those involving data centres or technical buildings.

Work Environment and Project Focus

This is an on-site contract role based in Riyadh, Saudi Arabia. The specialist will work directly on projects involving the construction and fit-out of data centres and technical buildings, requiring a hands-on approach to material control and logistics.
