The Role of Programme / PMO Manager

Projactive is seeking an experienced Programme / PMO Manager to join a major technology transformation programme within the Saudi financial services and capital markets sector. This is a full-time, hands-on programme leadership role based in Riyadh, Saudi Arabia, supporting the replacement and transformation of a business-critical capital markets platform. The role involves working across business, technology, vendors, and senior stakeholders.

Key Responsibilities

• Take ownership of day-to-day programme management and PMO governance.
• Drive complex, multi-workstream transformations from planning through implementation and go-live.
• Establish and maintain the integrated programme plan, milestones, and critical path.
• Lead programme governance, reporting, and executive-level status management.
• Manage RAID (Risks, Assumptions, Issues, Dependencies), decisions, actions, and change control.
• Coordinate business, technology, implementation partners, and third-party vendors.
• Track delivery across requirements, solution implementation, testing, UAT, data migration, and readiness activities.
• Support regulatory and market-readiness activities where applicable.
• Drive issue resolution and escalate critical programme risks appropriately.
• Monitor programme performance, deliverables, and resource requirements.
• Prepare Steering Committee and senior management reporting.
• Ensure strong governance while maintaining delivery momentum.
• Support cutover, go-live readiness, and transition into operations.

Qualifications and Experience

• 5-10 years of experience in programme management and PMO leadership.
• Demonstrated experience in capital markets, trading platforms, or large-scale technology transformation.
• Ability to manage complex, multi-workstream transformations.
• Strong engagement skills for client stakeholders.

Location and Availability

This role is based in Riyadh, Riyadh, Saudi Arabia. Candidates currently based in Saudi Arabia with a transferable Iqama and the ability to join at short notice will be prioritized.
