About the Role

Promaynov Advisory Services is seeking a Senior Property Manager – Affordable Housing (Expert) to lead the establishment and operation of its affordable housing portfolio. This contract position is based in the Al Dar Al Baida District, Riyadh, Saudi Arabia. The role involves developing the operating model, vendor ecosystem, and service standards, while advising leadership on strategy, compliance, and growth within this new sector.

Key Responsibilities

Establish and manage maintenance offices and a central helpdesk, including staffing, shift rosters, Service Level Agreements (SLAs), and escalation protocols.
Oversee preventive, corrective, and emergency maintenance across all building systems.
Implement a CAFM/CMMS platform for work orders, asset registers, inspections, and resident request tracking.
Ensure high standards for plumbing, sanitation, landscaping, electrical, HVAC, lifts, cleaning, pest control, waste management, security, and civil/structural maintenance.
Tender, negotiate, and manage Facilities Management (FM) and specialist contractors, focusing on performance, cost control, SLAs, and penalties.
Cultivate a responsive resident service culture through clear communication, satisfaction surveys, and complaint resolution.
Support tenant onboarding, lease administration, community engagement, and Arabic/English communications.
Ensure compliance with Saudi building codes, Civil Defense requirements, municipal regulations, Ejar rental platform rules, and relevant HSE standards.
Lead safety audits, incident response, and business continuity planning.
Lead, train, and develop maintenance managers, technicians, and supervisors, with an emphasis on Saudization and local talent development.
Manage OPEX and CAPEX budgets, forecasting, and cost-reduction initiatives; track service charges, arrears, and asset lifecycle costs.

Required Qualifications and Experience

A minimum of 10 years of experience in property management, with a focus on establishing and managing maintenance operations.
Demonstrated expertise in building operating models, vendor ecosystems, and service standards for property portfolios.
Experience with CAFM/CMMS platform implementation and utilization.
Strong understanding of Saudi building codes, regulations, and HSE standards.
Proven ability to manage budgets, forecast costs, and implement cost-reduction strategies.
Experience in leading and developing maintenance teams.

Work-order SLA compliance and first-time fix rate.
Resident satisfaction (NPS/CSAT).
Occupancy and rent-collection rates.
Maintenance cost per unit versus budget.
Safety incidents and regulatory compliance.
Vendor performance scores.

Work Environment

This role operates within a dynamic environment focused on establishing a new affordable housing portfolio. The position requires a hands-on approach to setting up and managing maintenance operations and vendor relationships in Riyadh, Saudi Arabia.
