This Senior HSE Engineer role is integral to the Expo 2030 Riyadh project, a global initiative promoting sustainable development and innovation, scheduled from October 2030 to March 2031, anticipating over 40 million visits. Bechtel, in collaboration with Expo 2030 Riyadh Company (ERC), is responsible for managing the infrastructure program, including early works, utilities, and public spaces, with a master plan that incorporates international sustainability standards.

Overview of the Senior HSE Engineer Role

As a Senior HSE Engineer, you will be responsible for integrating safety and health requirements into complex project planning, design, and operations to mitigate potential adverse impacts. This full-time position in Riyadh, Saudi Arabia, involves conducting risk assessments, contributing to bid decisions, leading communications, and monitoring performance trends. Your recommendations will directly enhance the quality of safety procedures and work processes within the Expo 2030 Riyadh project.

Core Responsibilities

• Conduct and document daily inspections across all project sites at least once per shift, ensuring health and safety requirements are implemented by Client contractors, subcontractors, suppliers, and vendors.
• Record observations from site visits using the Employer's online health and safety reporting systems.
• Participate in health and safety pre-start kick-off meetings with Client contractors, adhering to the Expo Riyadh Construction Safety Manual.
• Perform daily verification of the suitability and continuous availability of security, traffic management, logistics, and emergency arrangements, including these in daily inspection reports.
• Conduct daily follow-up on safety non-conformances to ensure timely rectification or escalation, and that appropriate controls are consistently maintained.
• Issue work suspension instructions under the contract in cases of inadequate safety control, imminent risk of injury, or persistent failure to address unsafe acts/conditions, ensuring notification to the ESH Manager for subsequent notification to ERC.
• Discuss the development and implementation of reward and recognition schemes during Client contractors' weekly meetings.
• Conduct daily verification of compliance with the approved Traffic Management Plan and PAPI programs.
• Engage in monthly discussions with Client contractors to ensure the production of a health and safety file in accordance with Employer’s requirements.

Essential Qualifications

• Bachelor of Engineering degree.
• Relevant International Occupational Health and Safety qualifications.

Required Experience

Candidates should possess 5 to 10 years of relevant professional experience in Health, Safety, and Environment roles, preferably within large-scale infrastructure or event projects.

Work Environment and Location

This is a full-time position based in Riyadh, Saudi Arabia, contributing to a significant global project. The role requires active presence on project sites and collaboration with various stakeholders.
