About the Role

Parsons Corporation is seeking a Senior Parking Engineer: City Operations & Maintenance to join our team in Riyadh, Saudi Arabia. This full-time position is open to Saudi Nationals and involves leading the technical performance, operational efficiency, and lifecycle management of a city-wide smart parking ecosystem within a landmark giga-project. The role supports the integration of intelligent parking technologies, traffic operations, event mobility, asset maintenance, EV infrastructure, and data-driven optimization to ensure safe, efficient, and seamless parking operations across the development.

Key Responsibilities

  • Lead the day-to-day technical and operational management of city-wide parking facilities, systems, and associated mobility infrastructure.
  • Operate, monitor, and optimize automated Parking Guidance Systems (PGS), intelligent parking applications, and associated digital platforms.
  • Monitor the performance and availability of License Plate Recognition (LPR) cameras, automated barriers, access control systems, digital payment systems, sensors, and parking equipment.
  • Coordinate the integration of parking systems with central City Operations platforms, traffic management systems, mobility applications, and digital infrastructure.
  • Support the operation and optimization of electric vehicle (EV) charging infrastructure across parking facilities.
  • Monitor and analyze parking occupancy, vehicle movements, dwell times, utilization, and traffic patterns using real-time operational data.
  • Optimize vehicle distribution across parking structures and facilities to improve utilization and reduce congestion.
  • Manage and adjust digital parking displays, Variable Message Signs (VMS), and real-time guidance information to direct vehicles efficiently.
  • Coordinate with traffic management, mobility, security, venue, and event operations teams to develop parking and traffic strategies for major events and peak periods.
  • Develop traffic circulation, ingress, egress, queuing, and parking management strategies to maintain safe and efficient vehicle movements.
  • Coordinate preventive and corrective maintenance activities for parking systems, automated equipment, car lifts, barriers, payment equipment, and associated mechanical systems.
  • Conduct regular technical, structural, functional, and operational inspections of parking structures, surface lots, and supporting assets.
  • Identify asset defects, system failures, safety concerns, and operational risks, coordinating corrective actions through appropriate maintenance teams.
  • Support asset lifecycle planning by monitoring condition, performance, reliability, maintenance history, and replacement requirements.
  • Monitor contractor and vendor performance against approved Service Level Agreements (SLAs), KPIs, maintenance requirements, and response times.
  • Develop parking performance indicators and dashboards covering occupancy, availability, system uptime, incidents, maintenance, and customer flow.
  • Provide parking analytics and operational data to the central digital City Operations hub to support integrated decision-making.
  • Prepare technical reports, operational assessments, recommendations, presentations, and management updates.
  • Support emergency response, incident management, and business continuity activities affecting parking and mobility operations.

Required Qualifications and Experience

  • Bachelor's Degree in Civil Engineering, Traffic Engineering, Transportation Engineering, or a related technical discipline.
  • Minimum 10+ years of experience in parking engineering, traffic management, transportation operations, mobility, or related infrastructure operations.
  • Minimum 2+ years of experience supporting giga-projects, airports, smart cities, major destinations, or similarly complex operational environments.
  • Active membership/registration with the Saudi Council of Engineers (SCE) is required.

Essential Skills and Knowledge

  • Strong technical knowledge of smart parking and automated parking management systems, including Parking Guidance Systems (PGS), License Plate Recognition (LPR/ANPR), automated barriers and access control, digital payment systems, parking sensors, Variable Message Signs (VMS), and EV charging infrastructure.
  • Understanding of traffic circulation, parking operations, ingress and egress management, queuing, and capacity management.
  • Experience analyzing parking demand, occupancy, utilization, vehicle movements, and traffic performance data.
  • Experience managing parking and traffic operations during high-demand periods and major events.
  • Understanding of multi-modal mobility interfaces, including public transport, shuttle operations, taxis, ride-hailing, and pedestrian movements.
  • Experience coordinating preventive and corrective maintenance of parking assets and associated systems.
  • Knowledge of parking facility inspection, asset condition assessment, and lifecycle management principles.
  • Familiarity with traffic simulation tools, GIS platforms, CMMS/asset management systems, and digital reporting tools.
  • Strong analytical and problem-solving skills with the ability to interpret operational and asset performance data.
  • Ability to identify operational risks and implement practical mitigation measures.
  • Strong understanding of safety requirements associated with parking structures, traffic operations, pedestrians, and major events.
  • Excellent written and verbal communication skills, with strong stakeholder, contractor, and vendor coordination capabilities.
  • Ability to operate effectively in high-pressure environments involving significant traffic and event demands.

Desired Attributes

  • Experience managing parking operations within Saudi Arabian giga-projects, airports, entertainment destinations, mixed-use developments, or smart cities.
  • Experience within City Operations, Transportation Operations, Asset Management, Facilities Management, or Mobility Management environments.
  • Knowledge of intelligent transportation systems (ITS), smart mobility platforms, and integrated traffic management systems.
  • Experience integrating parking systems with city-wide digital platforms, command and control centers, or Integrated Operations Centers.
  • Experience with traffic simulation and modelling platforms such as VISSIM, Aimsun, or equivalent.
  • Advanced knowledge of GIS-based mobility and asset management applications.
  • Experience developing parking strategies for stadiums, entertainment venues, major events, or high-volume visitor destinations.
  • Knowledge of automated and mechanical parking systems, including automated car lifts.
  • Experience with EV charging network planning, operations, and asset management.
  • Familiarity with parking revenue management, payment systems, access control, and customer-facing parking technologies.
  • Experience managing contractors and technology vendors against SLAs, KPIs, and asset performance requirements.
  • Knowledge of preventive maintenance, asset lifecycle planning, reliability, and operational readiness principles.
  • Experience developing operational dashboards and using data analytics to improve parking and mobility performance.
  • Familiarity with international smart city, parking, transportation, and mobility standards and best practices.
  • Experience working within Delivery Partner, PMC, client-side, or large program environments.
  • Strong leadership and multidisciplinary coordination capabilities.
  • Ability to identify emerging mobility technologies and recommend practical improvements to parking operations.
