Senior Procurement Specialist Infrastructure & Building Projects

About the Role

Abyatona Contracting & Development is seeking a Senior Procurement Specialist for Infrastructure & Building Projects. This full-time role is based in Riyadh, Saudi Arabia, and involves managing the procurement process for complex construction projects, ensuring timely and cost-effective acquisition of materials and services.

Key Responsibilities

• Review project documents including RFPs, BOQs, technical specifications, drawings, and PRs to analyze item descriptions, quantities, and requirements.
• Identify and clarify discrepancies or missing information with the technical department to define a clear procurement scope.
• Handle procurement for infrastructure materials (*, pipes, pumps, road materials, cables) and building materials (*, steel, concrete, finishes, MEP systems).
• Identify original manufacturers, authorized distributors, and evaluate suppliers based on technical capabilities, production capacity, delivery reliability, and quality.
• Prepare and issue RFQs, conduct detailed technical and commercial evaluations, and recommend purchases based on best overall value.
• Negotiate commercial terms including prices, discounts, delivery schedules, and payment terms, ensuring alignment with company policy.
• Manage technical approvals for samples, catalogues, and material submittals, ensuring consistency with final quotations and purchase orders.
• Monitor manufacturing and delivery progress, coordinate with site teams for receipt verification, and resolve any shortages or non-compliant materials.
• Match purchase orders, goods receipt records, and invoices for payment processing and maintain comprehensive procurement records.
• Prepare periodic reports on procurement status, financial commitments, savings, and supplier performance.

Performance Indicators

• Accuracy and completeness of purchase orders and quotation evaluations.
• Adherence to project delivery dates.
• Reduction in material non-conformities and shortages.
• Documented cost savings while maintaining quality and specifications.
• Timely closure of approvals, outstanding issues, and supplier claims.

Qualifications and Experience

• A minimum of 5-10 years of experience in procurement, specifically within infrastructure and building projects.
• Demonstrated ability to analyze complex project documents and identify procurement requirements.
• Strong negotiation skills and experience in managing supplier relationships.
• Proficiency in preparing detailed technical and commercial comparisons.
• Ability to manage multiple procurement processes concurrently and align with project schedules.

Recruitment Assessment

Candidates may be assessed on their ability to prepare a comprehensive comparison and purchase recommendation based on a provided Bill of Quantities (BOQ) item, specifications, drawing, and multiple supplier quotations. This includes identifying missing information, calculating complete costs, verifying lead times, payment terms, and warranties, and justifying the recommended supplier.
