Overview of the Senior Project Manager Role

Parsons is seeking a Senior Project Manager (Entertainment) to join its team. This full-time position is responsible for the comprehensive planning and delivery of large-scale, complex development programs across Saudi Arabia. These programs specifically focus on entertainment districts and integrate with critical infrastructure, transportation, residential, and utilities assets.

Key Responsibilities

• Lead the overall planning, governance, and delivery of large-scale development programs from concept through handover and operational readiness.
• Develop and maintain program execution strategies, implementation plans, and roadmaps aligned with business and national objectives.
• Establish clear performance targets, KPIs, and success criteria for schedule, cost, safety, quality, and scope.
• Drive integration across infrastructure, transportation, utilities, entertainment districts, and community development workstreams.
• Manage multiple concurrent projects and packages within a broader program portfolio, prioritizing resources and resolving interdependencies.
• Oversee cost management and budgeting, including cost estimating, value engineering, cost control, and forecasting.
• Implement robust risk and issue management, including identification, quantification, mitigation, and contingency planning.
• Coordinate with design consultants, engineers, and technical specialists to ensure design solutions meet functional requirements, standards, and constructability needs.
• Lead construction delivery planning for complex infrastructure, entertainment districts, transportation corridors, residential developments, and utility networks.
• Monitor contractor performance, construction progress, and productivity; implement corrective actions where necessary.
• Manage relationships with government entities, regulators, municipalities, and public-sector stakeholders to secure permits, approvals, and alignment.
• Support procurement strategies for consultants, contractors, and suppliers, including tendering, evaluation, and award recommendations.
• Oversee contract administration, change management, claims evaluation, and dispute avoidance/resolution.
• Plan and manage commissioning, testing, and handover activities, including entertainment district readiness and coordination with operators.
• Lead multidisciplinary teams, providing clear direction, mentorship, and performance management.

Required Qualifications and Experience

• Bachelor’s degree in Engineering, Construction Management, Project Management, Architecture, or a related discipline.
• Minimum of 15 years of experience delivering large-scale infrastructure and development projects, with several years in a senior project/program management role.
• Proven track record in managing complex, high-value programs or portfolios in sectors such as entertainment districts, mixed-use destinations, transportation, highways, rail, utilities, or major residential community developments.
• Demonstrable experience working in or with public-sector entities, regulators, or large master-developments.
• Strong knowledge of project management methodologies and tools (*, PMI, PMP, PRINCE2 or equivalent), and of construction and engineering processes.
• Experience in the GCC region, particularly in Saudi Arabia.
• Direct experience delivering entertainment districts, theme parks, leisure destinations, or large mixed-use lifestyle developments.

Work Environment and Location
