Emdad By Elm is seeking a Technical Development Manager to join its team in Riyadh, Saudi Arabia. This full-time role is central to leading the technical planning and development of projects, establishing a clear technology vision, and transforming business needs into scalable digital solutions.

Role Purpose

The Technical Development Manager will drive the technical direction and execution of projects, ensuring that all development efforts align with operational objectives. This position involves translating strategic business requirements into robust, implementable digital products and overseeing their entire lifecycle from conceptualization to deployment and ongoing management.

Key Responsibilities

Define the project’s technical vision and strategy, ensuring alignment with operational objectives.
Develop the technical roadmap, prioritize initiatives, and establish development timelines.
Lead the development team, monitoring progress and ensuring the quality of all deliverables.
Translate operational needs and business ideas into clear, actionable technical requirements.
Oversee the development of platforms, systems, and applications, including those used for managing home visits.
Manage the implementation of new features, enhancements, and the resolution of technical issues.
Direct the product development lifecycle, from initial requirements analysis through to launch and post-launch follow-up.
Coordinate effectively with operations, quality assurance, data, and information security teams.
Manage technical vendors and partners, ensuring compliance with agreed scopes and standards.
Review technical solutions and designs to guarantee their scalability and long-term sustainability.
Establish Key Performance Indicators (KPIs) for the development team and provide regular progress and risk reports.
Drive continuous improvement in development, testing, deployment, and change management processes.
Ensure robust data protection and compliance with cybersecurity and technology governance requirements.
Monitor system performance and stability, proactively addressing the root causes of technical issues.

Required Qualifications and Experience

Candidates for this role should possess 5 to 10 years of experience in technical development and leadership positions. The successful candidate will demonstrate a strong background in managing technical projects and teams, coupled with the ability to strategically align technology with business goals.

Proven leadership in technical project planning and execution.
Strong ability to define and implement technical visions and strategies.
Expertise in translating business requirements into technical specifications.
Experience in managing full product development lifecycles.
Proficiency in overseeing system development, performance, and security.
Excellent communication and coordination skills with cross-functional teams and external vendors.
