Administrative & Financial Reform Expert

About the Role

NTU International A/S is seeking a highly qualified Senior Non-Key Expert – Administrative & Financial Reform for a contract position in Riyadh, Saudi Arabia. This role is part of a consortium preparing a proposal for the EU-funded "Egypt Downtown Facility" project. The position requires 5-10 years of relevant experience.

Project Context and Objectives

The overall objective of this assignment is to enhance the effectiveness, coherence, and visibility of the Strategic and Comprehensive Partnership between the European Union and the Arab Republic of Egypt. This will be achieved by providing rapid, flexible, and high-quality technical assistance in support of jointly agreed bilateral cooperation priorities. The project aims to strengthen policy dialogue, improve program implementation, and reinforce the institutional capacities of Egyptian partner entities involved in EU-funded actions.

Key Responsibilities

The Senior Non-Key Expert will support technical assistance assignments focused on:

• Public administration reform
• Public financial management reform
• Institutional diagnostics
• Administrative modernization
• Organizational development
• Institutional capacity building

Required Experience

Candidates must possess 5-10 years of experience relevant to administrative and financial reform, as outlined in the responsibilities section.
