About the Construction Manager - Civil Role

BEC Arabia is seeking a Construction Manager – Civil to oversee and direct civil construction activities across multiple projects. This full-time position, based in Riyadh, requires a professional with over 10 years of experience to ensure projects are completed safely, on schedule, within budget, and to high-quality standards, adhering to all contractual and regulatory requirements. The role is integral to optimizing operational efficiency and supporting strategic project execution.

Key Responsibilities

  • Lead and manage all civil construction operations from project initiation through to final handover.
  • Ensure daily site operations are conducted safely, on time, and within allocated budgets.
  • Review project documentation, including drawings, specifications, and contracts, to ensure accurate execution and compliance.
  • Develop and control project schedules, resource allocation, and workflows to meet critical milestones.
  • Coordinate effectively with internal project teams, including engineering, procurement, QA/QC, and HSE departments.
  • Supervise site engineers, supervisors, and subcontractors, ensuring performance and accountability.
  • Monitor project progress and productivity, implementing corrective actions to address any delays or issues.
  • Manage project costs, track budgets, and identify opportunities for cost optimization and savings.
  • Uphold quality standards, specifications, and inspection requirements for all civil works.
  • Implement and enforce QA/QC procedures, ensuring timely inspections and approvals.
  • Enforce HSE policies, conduct site inspections, and foster a robust safety culture.
  • Oversee subcontractor performance and ensure adherence to contractual obligations.
  • Review and approve material submittals, shop drawings, and method statements.
  • Ensure the timely procurement, delivery, and availability of necessary materials and equipment.
  • Resolve technical and site-related issues with practical engineering solutions.
  • Liaise with clients, consultants, and authorities to manage approvals, changes, and project issues.
  • Lead progress meetings and provide comprehensive updates on schedule, cost, risks, and performance.
  • Prepare and review project reports, KPIs, and necessary documentation for management and stakeholders.
  • Manage variations, claims, and change orders in coordination with contracts teams.
  • Ensure strict compliance with local regulations, codes, and company policies.
  • Drive continuous improvement in construction methods, productivity, and overall efficiency.
  • Mentor and develop team members, enhancing their technical and leadership capabilities.
  • Maintain clear and consistent communication across all project sites and departments.

Required Qualifications and Experience

  • A Bachelor's Degree in Civil Engineering or an equivalent qualification.
  • Project Management Professional (PMP) certification.
  • Relevant safety certifications such as OSHA or equivalent.
  • A Professional Engineer (PE) license, where applicable.
  • A minimum of 10 years of progressive experience in civil construction management.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook).
  • Good understanding of ERP systems concepts with practical application experience.
  • Strong command of spoken and written English.
  • Demonstrated proficiency in project planning, scheduling, and cost control, with the ability to leverage these tools for high-quality deliverables.
  • Technical background in Primavera P6, MS Project, and AutoCAD, with the ability to apply technical standards effectively in a dynamic work environment.
