About the Role
GDC Middle East (GDCME), a Saudi company headquartered in Riyadh, is seeking a Data Management Sr. Specialist. Established in 2015, GDCME operates within the aircraft engineering sector, providing comprehensive aviation systems, operations, and support solutions. This full-time position requires a minimum of 4 years of experience.
Role Overview
The Senior Data Management Specialist will support the Data Management Office (DMO) in establishing and overseeing data governance and compliance practices. This role is crucial for ensuring alignment with requirements from the Saudi Data & AI Authority (SDAIA) and the National Data Management Office (NDMO), including obligations under the Personal Data Protection Law (PDPL) and National Data Integrity (NDI) initiatives, as well as internal policies. The specialist will play a key part in enhancing the organization's data management maturity, accountability, and regulatory readiness.
Key Responsibilities
- Maintain and enhance the data governance and compliance framework according to SDAIA/NDMO requirements, including developing and updating data policies, standards, and procedures for classification, sharing, retention, metadata, and quality.
- Manage the regulatory controls matrix, mapping SDAIA/NDMO/PDPL/NDI requirements to internal controls, owners, evidence, and monitoring frequency.
- Plan and conduct periodic compliance self-assessments and readiness reviews, managing remediation plans to completion.
- Coordinate internal and external audits related to data governance and compliance, managing evidence collection, responses, findings, and closure.
- Define, monitor, and report on governance and compliance Key Performance Indicators (KPIs) and dashboards.
- Support the implementation of data ownership and stewardship, including tracking actions and decisions.
- Manage data governance and compliance risks and issues, maintaining a risk register and coordinating corrective and preventive actions.
- Collaborate with Legal, Cybersecurity, Risk, and Internal Audit to ensure consistent interpretation and implementation of data protection obligations.
- Establish and oversee document and record management principles for data-related artifacts.
- Govern personal data protection by ensuring policies, roles, approvals, and monitoring are in place per PDPL and related requirements.
- Oversee data sharing, data quality, and metadata/data catalog principles, ensuring standards and oversight mechanisms are active.
- Provide input to DMO plans, roadmaps, and annual KPI targets.
- Support awareness and training sessions for business units on data governance and compliance.
- Perform other related tasks to support DMO objectives.
Qualifications and Experience
- A minimum of 4 years of experience in data management, data governance, or a related compliance field.
- Experience with data governance frameworks and compliance requirements, particularly those related to SDAIA, NDMO, PDPL, and NDI.
- Familiarity with cybersecurity policy procedures and awareness programs.
- Experience in maintaining regulatory controls matrices, coordinating self-assessments, and managing audits.
- Knowledge of data ownership, stewardship, risk management, and document management principles.
Required Skills and Competencies
- Strong understanding of data governance and compliance principles.
- Proficiency in developing and maintaining data policies, standards, and procedures.
- Ability to coordinate effectively with various internal and external stakeholders, including Legal, Cybersecurity, Risk, and Internal Audit.
- Skills in defining, monitoring, and reporting on KPIs and dashboards.
- Experience in risk management and the implementation of corrective and preventive actions.
- Excellent communication and interpersonal skills to support training and awareness initiatives.
Work Environment and Location
This is a full-time position based in Riyadh, Saudi Arabia. The role operates within the Data Management Office (DMO) and requires collaboration across various departments to ensure robust data governance and compliance across the organization.
