About the Role

Parsons Corporation is seeking a Director: Asset Management Governance to join its team in Riyadh, Saudi Arabia. This full-time role is integral to a landmark giga-project that aims to redefine global standards in destination development and visitor experience. The Director will serve as the senior standard-enforcer, responsible for establishing and ensuring that all city infrastructure operates under unified, legally sound, and financially sustainable asset management policies.

Role Context and Scope

Operating within a large, mixed-use mega-project environment, this position involves establishing and governing frameworks that align diverse asset classes, including theme parks, utilities, public realms, transport networks, sports facilities, and residential zones, under a single, coherent asset management system. The Director ensures all asset-related decisions and operations adhere to internationally recognized standards, robust governance controls, and the client’s long-term Environmental, Social, and Governance (ESG) objectives. This role contributes to planning, designing, and implementing world-class assets and infrastructure supporting the Kingdom’s Vision 2030.

Key Responsibilities

  • Design, implement, and enforce an asset management framework aligned with ISO 55001 across all asset classes.
  • Define common lifecycle processes, including asset registration, condition assessment, risk evaluation, maintenance planning, and retirement/disposal.
  • Author and maintain city-wide asset management policies, procedures, and guidelines.
  • Establish minimum documentation, data capture, and reporting requirements for all asset-owning and operating entities.
  • Design and oversee contractual enforcement mechanisms and governance structures for third-party and international operators.
  • Define asset preservation obligations within operator agreements, covering structural integrity, performance, safety, and aesthetic standards.
  • Establish KPIs, compliance metrics, and audit protocols to verify operator adherence to agreed asset standards.
  • Develop and manage protocols for responding to SLA breaches related to asset care, coordinating with Legal and Commercial teams for remediation.
  • Embed Environmental, Social, and Governance requirements directly into asset management policies and standard operating procedures.
  • Require technical Subject Matter Experts (SMEs) and operators to capture and report environmental performance data.
  • Work with ESG and Sustainability teams to align asset operations with the client’s ESG strategy and regulatory obligations.
  • Develop and oversee the city’s stage-gate governance model for transitioning assets from construction to operations.
  • Chair or participate in stage-gate and vesting committees, ensuring newly completed assets meet governance requirements.
  • Manage governance throughout the city’s transition from construction-heavy phases to steady-state operations.

Education and Certifications

  • Bachelor’s degree in Engineering, Asset Management, Business Management, or a related discipline.
  • A master’s degree is preferred.
  • Certification aligned with asset management and governance, such as IAM (Institute of Asset Management) practitioner/lead implementer, or equivalent.
  • Additional credentials in project management or governance are an advantage.

Professional Experience

  • 20 years of experience in asset management, infrastructure operations, or corporate/governance roles within large-scale or complex environments.
  • Proven experience implementing and enforcing ISO 55001 or similar asset management systems across diverse asset portfolios.
  • Demonstrable track record of governing third-party operator performance, SLAs, and asset preservation standards.
  • Experience in integrating ESG requirements into operational policies and asset management frameworks.
