Director Infrastructure Operations & Asset Management

About the Role

Menasa & Partners is seeking a Director – Infrastructure Operations & Asset Management to support a significant city-scale development program in Riyadh, Saudi Arabia. This full-time senior position requires a professional with over 10 years of experience to provide strategic and operational leadership across a diverse portfolio of infrastructure, built assets, and city-wide operational assets. The role focuses on managing the transition from design and handover through mobilisation and into long-term operations.

Key Responsibilities

• Develop and lead the program-wide Infrastructure Operations & O&M strategy.
• Oversee operational readiness, mobilisation, handover, and ongoing asset operations.
• Establish governance frameworks, Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and performance standards.
• Lead lifecycle asset planning, maintenance strategies, and capital replacement programs.
• Oversee the performance and maintenance of city assets and supporting infrastructure.
• Lead procurement, mobilisation, and performance management of O&M contracts.
• Manage budgets, commercial performance, risk, and operational compliance.
• Lead multidisciplinary asset, engineering, and operations teams.
• Act as a senior advisor to program leadership and key stakeholders.

Candidate Requirements

• A minimum of 10 years of relevant professional experience in infrastructure operations and asset management.
• Demonstrated leadership experience in strategic and operational roles.
• Proven ability to manage complex portfolios of infrastructure and built assets.
• Experience in developing and implementing operational strategies and governance frameworks.

Work Environment

This role is based in Riyadh, Saudi Arabia, and is a full-time position. The successful candidate will work within a dynamic environment supporting a major city-scale development program.
