About Parsons and the Project
Parsons Corporation is seeking a Director - Water & Wastewater Utilities to join an integrated Delivery Partner team for a landmark giga-project in Riyadh, Saudi Arabia. This project is designed to redefine global standards in destination development and innovation, directly supporting the Kingdom's Vision 2030. The role offers an opportunity to contribute to a pioneering program focused on world-class assets and infrastructure.
Role Summary
The Director - Water & Wastewater Utilities serves as the ultimate technical, environmental, and operational authority for the entire water and sanitation lifecycle across the city's footprint. This executive-level position involves overseeing the transition of extensive water distribution networks, wastewater collection grids, treatment plants, and recycling systems from construction into live operations. The role focuses on ensuring water supply security, achieving 100% wastewater recycling, governing advanced treatment plants, and aligning with circular economy frameworks to protect significant infrastructure investments in arid environments.
Key Responsibilities
- Utility Governance & Network Operations: Direct the strategic operation, asset integrity, and preventative maintenance for potable water, wastewater, and treated sewage effluent networks. Serve as the principal liaison with national water networks, municipal sanitation authorities, and environmental regulators for agreements and compliance. Oversee the operational performance and mechanical/biological stability of Wastewater Treatment Plants (WWTP), reservoirs, pumping stations, and filtration systems. Design and enforce water security protocols, emergency reserve policies, and grid redundancy to ensure continuous supply and sanitation.
- Sustainability, Circular Economy & Smart Integration: Drive environmental commitments by implementing a 100% wastewater recycling mandate, directing treated effluent to district cooling plants and public landscaping. Formulate water-conservation and low-evaporation recycling policies for infrastructure such as aquatic attractions and golf courses. Partner with technology teams to direct the deployment and governance of SCADA networks, automated water-quality monitoring, and Advanced Metering Infrastructure (AMI).
- Financial Cross-Charging & Asset Lifecycle Alignment: Oversee the integration of smart-meter flow data with corporate finance for automated tracking, allocation, and recovery of utility expenses. Provide audited water-consumption and wastewater-discharge models for precise infrastructure cross-charging and utility billing. Collaborate with the Asset Lifecycle Planning (LCP) division to map multi-decade Capital Asset Replacement Plans (CARP) for core utilities.
- Stage-Gate Acceptance & Capital Handover: Act as the ultimate technical sign-off authority on the Stage-Gate Handover Committee, overseeing the formal operational acceptance of civil water, wastewater, and irrigation infrastructure from engineering contractors. Formulate rigorous Testing & Commissioning verification rules to ensure compliance with international health, environmental, and drinking water codes prior to operational adoption.
Qualifications and Experience
- Education: A Bachelor's Degree is required, with a Master's Degree in a related engineering or management field preferred.
- Professional Credentials: Professional certifications such as Chartered Engineer (CEng) or Professional Engineer (PE) are required. Advanced credentials in Asset Management are a significant advantage.
- Experience: Over 20 years of progressive leadership experience in national water supply and sanitation utilities, mega-scale real estate developments, or master-planned smart cities is essential. This includes at least 8 years in a senior executive or director-level capacity managing large utility teams and budgets. A proven track record in operational handover and grid integration of giga-scale water/wastewater infrastructure is also required, along with deep experience in water scarcity, environmental compliance, wastewater biological safety, and circular economy integration in arid urban environments.
Required Skills
- Technical Acumen: Deep technical command over various water and wastewater systems.
- Operational Technologies: Executive-level fluency in industrial operational technologies such as SCADA and EAMS.
- Leadership & Communication: Exceptional executive presence and stakeholder management skills to effectively influence various entities.
