About the Role

Parsons Corporation is seeking an Estate Vesting & Design Director (Urban Planning) to join its team in Riyadh, Riyadh. This full-time position is central to ensuring that newly built urban environments are fully optimized for community life before their formal handover to residents, asset managers, and city operators.

The Director will lead the legal, operational, and physical transfer of completed properties, parks, and common areas from construction teams to the long-term community operations entity on a mega-development program. This role serves as a critical bridge between construction delivery and the future community team focused on lifestyle, aesthetics, and livability.

Key Responsibilities

  • Operations-Led Design Review & Placemaking: Influence early-stage design by collaborating with master planners, architects, and landscape designers to ensure residential, commercial, and mixed-use areas are practical for living, operating, and maintaining. Provide operations-focused input on master plans and detailed designs. Review community layouts for functional aspects such as waste management routes, logistics access, public safety, emergency access, and pedestrian/vehicular circulation. Evaluate construction materials, finishes, and public-space layouts to minimize future maintenance complexity and cost, aligning design choices with durability and long-term asset lifecycle strategies.
  • Managing the Vesting (Handover) Process: Develop, implement, and enforce the “Vesting Matrix” – a structured protocol governing the acceptance of completed neighborhoods, public parks, roads, utilities, and multi-family assets. Define readiness criteria (technical, safety, aesthetic, operational) that must be met before any asset is vested to Community Operations. Verify 100% compliance with community guidelines, safety codes, accessibility standards, and aesthetic benchmarks. Lead snagging and technical inspection processes, ensuring construction defects and non-compliances are rectified by builders within the defect liability period, and maintain robust documentation.
  • Community Visual Identity & Living Guidelines: Author and maintain Community Design Guidelines that govern external modifications, extensions, façade changes, landscaping, and signage, ensuring they protect the long-term aesthetic integrity and brand positioning of the development. Oversee the final design and placement of community signage, street furniture, lighting, pocket parks, and play areas, ensuring execution aligns with the project’s premium brand standards and placemaking vision. Translate design intent into tangible community experiences, balancing brand consistency with resident comfort and usability.
  • Community Governance Setup: Define how shared spaces (*, lobbies, gyms, communal gardens, pools, play areas, parking) are legally designated and protected within the master community framework, working with Legal and Asset Management to classify areas. Co-author community Rules & Regulations covering shared spaces, noise restrictions, pet policies, parking norms, and community facility bookings, ensuring alignment with local regulations, cultural expectations, and best-practice community governance. Support the setup of community associations, resident committees, and building management structures, defining interfaces between owners, tenants, city operators, and service providers.

Collaboration with Service Charge Director

This role involves close cooperation with the Service Charge Director to jointly shape the long-term viability of the community. While the Service Charge Director focuses on financial sustainability, cost allocation, and recovery models, the Estate Vesting & Design Director ensures the physical, legal, and visual readiness of assets.

The Estate Vesting & Design Director influences design and material choices to reduce future operational and maintenance costs. The Service Charge Director estimates running costs and builds models, informed by the physical and operational realities defined during vesting. During handover, this role accepts physical assets, certifies operational readiness, and ensures community life can be safely and coherently activated.

Required Experience and Qualifications

Candidates for this position should possess over 10 years of experience in a relevant field.

  • Significant exposure to design review, construction handover, snagging/defect management, and community/estate management.
  • Demonstrable experience in shaping placemaking strategies, community guidelines, and governance structures within mega or flagship developments.
  • Proven track record in leading cross-functional teams (design, construction, legal, operations) through vesting and handover processes.
