About the Role

Jasara Program Management Company (Jasara PMC) is seeking an experienced Handover / Completions Manager to join its team in Riyadh. This role is critical for overseeing the final stages of project delivery, ensuring all construction works are completed, tested, documented, and formally handed over to the client in strict adherence to contractual, regulatory, and quality standards. The Handover / Completions Manager will facilitate a seamless transition from the construction phase to operational use.

Role Overview and Context

Jasara PMC, a joint venture between the Public Investment Fund (PIF), Jacobs, and Saudi Aramco, is dedicated to delivering world-class program management services across Saudi Arabia, significantly contributing to the realization of Saudi Vision 2030 through large-scale infrastructure and giga-project developments. The Handover / Completions Manager is responsible for the comprehensive management of the end-of-project phase, ensuring all project requirements are met before final handover.

Key Responsibilities

• Develop and implement a detailed handover and completion strategy, defining milestones, timelines, and deliverables.
• Lead readiness reviews to ensure all project disciplines are aligned for successful close-out.
• Manage and oversee snagging and de-snagging processes, ensuring timely identification, tracking, and closure of all defects.
• Coordinate and monitor all testing and commissioning activities to confirm system functionality and compliance with project specifications.
• Ensure the completeness and accuracy of all handover documentation, including as-built drawings, O&M manuals, warranties, certifications, and regulatory approvals.
• Manage the formal project handover process to the client or end-user, leading inspections and approvals.
• Act as the primary interface with clients, consultants, contractors, and authorities during the handover phase.
• Ensure all works meet contractual quality and compliance standards, collaborating with QA/QC teams to resolve non-conformances.
• Identify potential risks to completion timelines, develop mitigation strategies, and proactively resolve issues to prevent handover delays.

Qualifications and Experience

• Bachelor's degree in Engineering, Construction Management, or a related discipline.
• A minimum of 10 years of overall experience in project delivery.
• A minimum of 3-5 years of dedicated experience in handover, completions, or project close-out roles.
• Experience working on large-scale infrastructure or giga-projects is preferred.

Work Environment

This is a full-time position based in Riyadh. The role requires close collaboration with various internal and external stakeholders throughout the project lifecycle.
