About the Role

Saudi Union Facility Management is seeking an HR Personnel to join our team in Riyadh, Saudi Arabia. This full-time role is central to managing personnel administration, fostering effective manpower vendor relations, and ensuring the smooth coordination of our outsourced workforce. The successful candidate will play a critical role in maintaining compliance with Saudi labor regulations and providing essential support for project staffing requirements.

Key Responsibilities

  • Manage relationships with manpower supply vendors and subcontractors, coordinating requirements with project teams.
  • Review and process vendor manpower invoices and timesheets, ensuring accuracy.
  • Monitor vendor compliance with contract terms and labor regulations, tracking performance metrics such as response time, quality, and compliance.
  • Coordinate the mobilization and demobilization of the outsourced workforce, ensuring all vendor workers possess valid documentation (Iqama, medical, safety certifications).
  • Handle vendor worker complaints and escalations, maintaining a comprehensive vendor worker database and headcount tracking.
  • Support vendor contract renewals and negotiations in collaboration with the procurement department.
  • Coordinate accommodation, transportation, uniform, and PPE distribution for project staff and workers.
  • Track project manpower utilization and attendance, preparing detailed manpower reports for project and client requirements.
  • Maintain accurate employee and vendor worker records, processing all necessary employee documentation including contracts, amendments, and letters.
  • Coordinate visa and Iqama processing, medical insurance enrollment and changes, and track contract renewals and expirations.
  • Process employee exit and clearance documentation, and prepare HR letters, certificates, and No Objection Certificates (NOCs).
  • Support audit documentation and compliance requirements, ensuring full adherence to Saudi Labor Law documentation standards.

Required Qualifications

  • A degree in Human Resources or Business Administration.
  • A minimum of 4 years of HR administration experience specifically within Saudi Arabia.
  • Demonstrated experience in managing manpower vendors and subcontractors.
  • Strong knowledge of Saudi Labor Law and GOSI regulations.
  • Proficiency with government systems including Qiwa, Mudad, Muqeem, Balady, and TAMM.

Essential Skills and Tools

  • Excellent coordination and communication skills.
  • Proficiency in HRIS and Microsoft Excel.
  • Experience with the GOSI portal and various vendor management systems.

Preferred Experience

  • Experience within the Facility Management (FM) industry, particularly with a project-based workforce.
  • A background in vendor management or procurement.
