About the Opportunity

Norconsult Telematics is seeking a dedicated HSE Engineer to join our team in Riyadh, Saudi Arabia. This contract position is critical for ensuring health, safety, and environmental compliance across our projects. The role involves overseeing and auditing the Contractor's HSE performance at both off-site factory locations and active construction sites.

Role Purpose and Scope

The HSE Engineer plays a pivotal role in maintaining stringent safety standards. Key responsibilities include reviewing and approving the Contractor's HSE submittals, confirming that safe systems of work are rigorously implemented before any activities commence, and proactively stopping unsafe work practices. This position is also responsible for reporting any non-compliance directly to the Project Manager, ensuring immediate action and adherence to regulations.

Key Responsibilities

  • Review and approve the Contractor's HSE plan, environmental controls, emergency procedures, HSE method statements (MS), risk assessments, and prequalification documents (PQD) for subcontractors and major plant before activities begin.
  • Conduct day-to-day audits to ensure compliance with the approved HSE plan across off-site module fabrication and on-site infrastructure, foundations, earthworks, logistics, and module installation.
  • Verify the correct application of permit-to-work, lifting plans, and lockout/tagout (LOTO) procedures for cranes, hot work, working at height, confined spaces, and energised systems.
  • Execute planned and unannounced inspections at both site and factory locations, documenting findings and establishing corrective actions with defined close-out dates.
  • Witness HSE arrangements during testing, commissioning, and energisation, and review temporary-works, traffic-management, and fire-layout drawings prior to related work.
  • Confirm the competency and certification of operatives and plant, and verify documentation for lifting-gear, PPE, hazardous materials, and waste before acceptance onto worksites.
  • Investigate incidents, near-misses, and unsafe conditions to determine root causes, then track corrective and preventive actions (CAPA) through to verified close-out.
  • Issue Non-Conformance Reports (NCRs) and Site Observation Reports (SORs) for safety breaches, escalating unresolved items to the PMC in writing.
  • Ensure compliance with National Center for Environmental Compliance (NCEC) and Ministry of Environment, Water and Agriculture (MEWA) requirements for dust and air, noise, water discharge, spill control, waste handling, and housekeeping, along with Civil Defense standards for fire and life-safety.
  • Provide HSE input for payment reviews, highlighting any outstanding HSE items before progress certification.
  • Generate daily, weekly, and monthly HSE reports, maintain safety statistics, and contribute to the PMC's periodic safety reviews.

Qualifications and Experience

Candidates for this role should possess 2 to 5 years of relevant experience in Health, Safety, and Environment engineering, preferably within construction or industrial settings. A strong understanding of local and international HSE regulations and best practices is essential.

Work Environment and Eligibility

This position is based across multiple cities within the Kingdom of Saudi Arabia, and some travel may be required to various project sites and factory locations. Both international and Saudi candidates are encouraged to apply, provided they are legally eligible to work in Saudi Arabia.
